Position Description

Making the human services system work better for everyone is exactly what motivates the Economic Assistance team. Every question answered, resource recommended, and family supported is driven by a commitment to helping individuals understand their options and get the support they need.

The Public Assistance supervisor position oversees the staff and activities of a team responsible for providing program management for public assistance programs.

The Public Assistance supervisor also ensures policies, procedures, and training resources are developed and implemented for all employees and ensures comprehensive coordination with all appropriate county departments.

By leveraging various technology platforms and software, the Public Assistance supervisor manages operations to ensure employees assess emergency situations, determine immediacy of needs, and ensure that appropriate requirements for resolution and intervention occur.

This full-time, exempt, remote / hybridposition is located at the Anoka County Blaine Human Services Center.

Pay & Benefits

  • Salary : $80,516 to $112,715 ($38.71 to $54.19 per hour).

Work Location

  • This position is located at the Blaine Human Service Center, located at 1201 89th Ave NE, Blaine, MN 55434. Hybrid / remote options are available.
  • Expected work hours are Monday - Friday, 8 : 00 a.m. - 4 : 30 p.m.

Job Duties and Responsibilities

These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Supervisor, Public Assistance.

  • Oversee client eligibility, case management, and office support for child support and public assistance programs such as Supplemental Nutritional Assistance Program (SNAP), Medicaid, cash assistance, and emergency programs.
  • Analyze and initiate policy development and procedures.
  • Provide regular coaching, feedback, and support to employees.
  • Oversee, refine, and ensure departmental processes and automated caseload administration occurs efficiently and effectively.
  • Provide leadership and direction for Economic Assistance department employees to ensure compliance with state and federal requirements.

Review and monitor employee work to ensure programs are administered accurately and timely.

  • Collaborate with supervisory and management groups to develop workflows and agency procedures.
  • Ensures compliance, integrity, and accuracy in the administration of federal, state, grant-funded, and county programs.
  • Participate on committees, task forces, and special assignments to design internal and external policies and procedures.
  • Lead committees and participates with community partners to establish work protocols.
  • Collaborate with community partners to facilitate development and coordination of services and funding.
  • Provide education to other departments and agencies on the impacts of legislative changes to programs and services.
  • Conduct policy and procedure analysis and provide recommendations to redesign or implement programs.
  • Represent Anoka County on state work groups and at community events.

Qualifications and Requirements :

Minimum Knowledge, Skills, and Abilities Needed

  • Bachelor's degree or higher
  • Three years (2,080 annual hours) of full-time job-related experience.
  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.

Preferred Knowledge, Skills and Abilities Qualifications Needed

  • Two years (2,080 annual hours) or more of full-time job-related supervisory or leadership experience.
  • One year (2,080 annual hours) of full-time job-related experience working in the Anoka County Economic Assistance Office Support Unit (OSU).
  • Three years (2,080 annual hours) of full-time job-related experience working with Economic Assistance programs.
  • Skills in leadership, coaching, and counseling.
  • Able to interpret and follow complex oral and written instructions.
  • Able to organize workload and efficiently prioritize and meet multiple demands and deadlines.
  • Attention to detail and analytical skills.

Physical Demands and Work Conditions :

  • Standard office environment
  • Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers.

Ability to see colors, shades, and brightness.

  • Hearing abilities required for general and phone communication, signals, and machine sounds.
  • Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities.

Frequent wrist and finger manipulation to complete computer work

  • Occasional lifting of 10-20 lbs.
  • Equipment used includes computers, phones, and standard office equipment.
  • Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and / or a personal vehicle.
