Minimum Qualifications There is currently no Civil Service eligible list for this title.
Transfer : Candidates must have one year of permanent competitive or 55-b / c status in the posted title and be eligible for lateral transfer;
OR be eligible to transfer via Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Promotion / Provisional : Candidates who meet the following promotion qualifications may be qualified for a provisional appointment.
To qualify, candidates must have one year of permanent competitive service as a Human Resources Specialist 2, SG-23, or Associate Director Human Resources 1, M-1.

7 of the Civil Service Law. To qualify, you must be a current OPWDD employee and have one year of service as a Human Resources Specialist 2 or as an Associate Director Human Resources 1.
Duties Description Under the direction of an Associate Director of Human Resources 4 within the Human Resources Strategic Planning, Policy and Operations Bureau, the incumbent of this position will be responsible for providing guidance and support to field based Human Resource District Offices (HRDO).
Specifically, the incumbent will :
- Provide technical guidance and assistance to field-based human resource district offices (HRDO) regarding transaction and payroll processing, attendance and leave administration, workers compensation administration, pre-employment background checks and clearances processes, and other related human resources procedures and processes.
- Work with the HRDOs to standardize processes and identify areas for automation.
- Plan, organize, develop and direct staffing, position classification, and exam planning activities.
- Identify problems or challenges within existing human resources operations and develops alternative strategies and make recommendations for process improvement.
Develop new or revise existing human resources policies and procedures as needed.
- Provide guidance and support to HRDOs to ensure policies, standardized tools and templates, are used consistently.
- Perform quality assurance reviews to identify continuous improvement opportunities and monitor performance measures to identify areas of opportunity or improvement.
- Work collaboratively with Central Office and HRDO staff to address issues related to appointments, transfers, reassignments, and reinstatements, and independently research solutions using the Civil Service Law, State Personnel Management Manual (SPMM), Attendance and Leave Manual, etc.
- Ensure staff appropriately research and prepare classification requests to include all required supporting documentation and present clear, concise, and logical justifications.
Follow-up with the Department of Civil Service and / or Division of the Budget timely and with a high degree of courtesy and professionalism.
Oversee examination planning activities including research and analysis of existing provisional appointments, as well as health and quality of eligible lists generated from the last examination.
Collaborate and develop proposed changes to examinations working with human resources management, program managers, and Subject Matter Experts (SMEs) and provide guidance and input on future exams, including minimum qualifications and question content.
