GENERAL SUMMARY
The Director, Mental Health Outpatient Services provides strategic direction and administrative leadership, supervision, implementation, and oversight of the following programs : school-based and integrated primary care programs, VMAP (Virginia Mental Access Program), Bridge program, and outpatient mental health clinic services.
Responsibilities are comprehensive in scope, involving administrative oversight of management operations. The Mental Health programs are consumer oriented, meeting a variety of emotional, psychological, behavioral, interpersonal, and social needs of patients / families.
These services contribute significantly to the level of healthcare excellence provided by CHKD. Development of processes to promote quality of service, budget construction and compliance, and strategic direction of programs are key elements of this role.
A high level of independence in performing the role and solving challenges is expected. Demonstrated cooperation and collaboration are equally essential for successful functioning.
Work involves oversight and participation in department-related committees. Program development, implementation, clinical expertise / training, and collaboration with outside community agencies is expected.
Reports to the Vice President of the Mental Health Service Line.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Works to foster an environment where patients’ / families’ psychosocial, emotional, and behavioral health needs are effectively served.
This includes supervising staff, coordinating all program elements, and monitoring and collecting quality improvement data.
- Acts as a resource to staff for decision making and conflict resolution related to referrals, patient care, behavioral health case management, etc.
- Serves as a key resource for strategic program development and planning.
- Develops departmental budget, business planning, and focuses on sustainability of program development.
- Develops and administers policies and procedures in accordance with regulatory and legal compliance.
- Independently carries out and is accountable for daily operations.
- Oversees the recruitment, hiring, team / department orientation, performance appraisals and disciplinary actions including up to termination processes for a team or department.
- Leads, manages, coaches, and trains a team or department, provides guidance, support, and mentors to ensure optimal performance and productivity.
- Performs all other duties as assigned.
LICENSES AND / OR CERTIFICATIONS
Required Licenses and / or Certifications
LCSW or related licensing designation required.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
- Required Education and Experience
- Master’s degree in social work, human services, healthcare management and / or related discipline from an accredited college / university.
- Seven to ten years of progressively more responsible post-licensure work experience required with 5+ years of social work management at the director level.
- Required Knowledge, Skills, and Abilities
- Ability to prepare reports, policies, and budgets at a level normally acquired through an education in human services and / or healthcare management.
- Proven experience in mental health program management.
- In-depth knowledge of mental health regulations and compliance.
- Extensive knowledge of the public behavioral health system.
- Experience in behavioral health assessments, treatment / discharge planning, and evaluation of outcome-based system measures.
- Must possess the ability to identify problems and implement solutions for operational and organizational issues.
- Professional knowledge of areas of responsibility to include theory, practice, and administration to direct planning and implementation of programs.
- Must be able to plan, supervise and establish a professional working environment within areas of responsibility.
- Strong leadership skills with the ability to inspire and guide a team.
- Able to make productive contributions through talent, knowledge, skills, and good work habits.
- Interpersonal skills necessary to direct and assign work to subordinates, explain hospital and department policies and procedures, and communicate effectively with other professionals.
