Position Purpose :

Under the administrative direction of the Chief Financial Officer, this position performs a variety of technical financial tasks.

The Accounting Manager participates in the day-to-day operations of the Finance Department and oversees the accounting, accounts payable, accounts receivable, utility billing, and payroll functions.

The position applies generally accepted accounting principles to analyze financial information and prepare financial statements and reports in an accurate and timely manner.

The Accounting Manager is primarily responsible for maintenance of the general ledger and assists in the preparation of the annual audit and budget, engaging in detailed data analysis, financial reporting, and integration of financial software with Village-wide functions.

Job Duties :

Essential Functions :

  • Assists the Chief Financial Officer in administering all Village finance department activities, which include general ledger maintenance, account reconciliation, accounts receivable, accounts payable, utility billing, payroll and benefits, vehicle registration, and cash collection / reception.
  • Cross-trained and functions in a back-up capacity to personnel in the areas of accounts payable, accounts receivable, utility billing, cash receipts, customer service, and payroll processing.

Exercises some supervisory responsibility in accordance with Village policies, procedures, and applicable law. Ensures processes and procedures are documented, reviewed, and updated on a regular basis.

Coordinates activities of the independent annual audit, including preparation of work papers. Responds to auditor inquiries and requests for information.

Assists with the preparation of the Annual Comprehensive Financial Report (ACFR) in conformity with the GFOA certificate program.

Compiles statistical schedules for the ACFR.

Generates and distributes monthly budgetary departmental reports, and works with the Village’s departments to make corrections as needed.

Answers questions from other departments regarding financial information and other related information.

  • Assists with the annual budget preparation. Prepares analytical, financial, and statistical reports. Monitors budget compared to actual expenditures for operations of the departments to ensure a continuing cost control effort and responsible management of the Village’s resources.
  • Performs technical financial and accounting functions. Performs complex account reconciliations including maintaining the Village’s capital asset records.
  • Maintains and organizes budgetary and fiscal records in compliance with federal and state laws, generally accepted accounting principles, GASB regulations, and Village ordinances.
  • Co-reviews bi-weekly payroll.
  • Assists with annual Village programs, including the vehicle sticker and animal licensing program, business licenses, and alarm billing.
  • Assists in the preparation of monthly journal entries and enters into general ledger. Assists in the preparation of the monthly financial report.
  • Assists with the monthly bank reconciliation process. Reviews, reconciles, and adjusts various general ledger accounts.
  • Prepares a variety of reports and correspondence. Assists in the preparation of federal and state reports. Reviews and provides input on financial reports and analysis.
  • Prepares property tax journal entries and transfers.
  • Oversees preparation of year-end payroll reports and 1099s.
  • Assists in financial policy development and communicating established Village policies to other departments.
  • Operates all tools and equipment needed to perform job duties while adhering to all safety rules and practices.

Marginal Functions :

  • Supervises finance department staff in the absence of the Chief Financial Officer.
  • Answers complaints and inquiries from citizens and others regarding services provided by finance personnel. Ensures delivery of a high level of customer service.
  • Assists Chief Financial Officer with developing goals for finance department staff.
  • Other duties as assigned.

Environmental Factors :

The work environment includes an office setting. The noise level is usually quiet.

Physical Requirements :

Regularly required to sit; use hands to touch, handle, or feel; reach with hands and arms and talk and hear. Occasionally required to stand;

walk and stoop, kneel, crouch or crawl. May lift and / or move up to 25 pounds. Must be able to use a computer and other office equipment.

Knowledge, Skills and Abilities :

  • Ability to research financial data and prepare reports with that data. Ability to perform detailed financial analysis and data interpretation.
  • Frequent contact with other Village employees, vendors, local businesses, other government agencies, and the public; must be able to communicate verbally and demonstrate good customer relations.
  • Ability to provide supervision. Ability to advise and provide interpretation regarding the application of policies, procedures, and standards to subordinate personnel.
  • Frequently prepares written reports; must be able to communicate in writing in a clear, cohesive manner.
  • Advanced knowledge of federal, state, and local laws pertaining to municipal finance administration.
  • Advanced knowledge of municipal government operations.
  • Ability to handle multiple tasks simultaneously and in a timely manner.
  • Ability to learn, understand, and adhere to all applicable safety precautions and procedures.

Position Requirements :

  • Bachelor's degree in accounting, or general business, business administration, or related area with a concentration in accounting with a minimum of three years of professional accounting / finance experience.
  • CPA preferred.
  • Municipal experience preferred.
  • Strong computer software skills required; must be proficient with Microsoft Excel and Word. Experience with Enterprise ERP (Tyler Munis) is a plus.
  • Excellent file maintenance, organization skills, and attention to detail required.

The salary range for this position is $75,685 - $112,014. Starting salary is dependent upon qualifications.
