PRIMARY DUTIES :
- Prepare, amend, and update municipal comprehensive plans, master plans and reexamination reports
- Draft development review letters pertaining to various municipal development applications.
- Review, evaluate and recommend zoning amendments and rezonings
- Prepare, amend, and update Housing Element and Fair Share Plans
- Prepare redevelopment investigations and plans
- Draft a variety of ordinances and regulations relating to development controls
- Attend evening meetings and public presentations as a municipal client representative (Planning Board, Zoning Board, Planning Commission, Governing Body)
- Various research tasks as may be requested by municipal clients
KNOWLEDGE, SKILLS and ABILITIES :
- Well-developed knowledge of planning principles and practices
- In-depth knowledge of national best practices and the New Jersey Municipal Land Use Law. knowledge of Pennsylvania Municipalities Planning Code a plus
- Understanding of the NJ affordable housing process and affordable housing issues, including preparation of housing plans, spending plans, development fee ordinances, and related documents including the preparation of housing elements and fair share plans
- Knowledge of economic development, transportation planning, or environmental planning a plus
- Knowledge of principles, methodology, practices of research and data collection
- Strong writing and communication techniques, copy editing abilities
- Knowledge of or experience in NJ redevelopment and rehabilitation procedures
- Knowledge of computer software programs, including Microsoft Word and Excel, ArcGIS and ArcMap. Knowledge of SketchUP and Adobe Creative Cloud a plus
- Ability to critically analyze ordinances and codes and draft revisions
- Ability to identify community problems, issues, and opportunities Ability to develop strategies to promote economic and community development Knowledge of group facilitation and public engagement skills for during community workshop and public engagement efforts
- Ability to multitask and deliver multiple projects on time and within budget.
- Oral presentation and communication skills a plus
EDUCATION, EXPERIENCE & LICENSES REQUIREMENTS : Degree in Planning or related field from an accredited college or university.
At least two years of experience in county, municipal or state planning. While Professional Planner Licensure in New Jersey is a plus, the candidate must be eligible for licensure and AICP certification within six (6) months of employment.
Valid Driver’s License and reliable transportation to field visits and client meetings as required.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT :
While performing the duties of this job, the employee occasionally works in the field and may be exposed to outside weather conditions.
Work requires frequent and prolonged computer use. May occasional lifting up to 25 pounds.
