Summary :
The Water Utility Design / Projects Engineer is primarily responsible for planning, designing, project / construction management and the overall delivery of capital projects.
These projects include the replacement and / or installation of new wells, tanks, pump stations, pipelines and treatment plants.
This position is located in Torrance, CA.
ESSENTIAL FUNCTIONS :
Performs advanced engineering calculations for the design of above- and belowground water system facilities
Designs water system facilities including, but not limited to, distribution and transmission pipelines, groundwater production and monitoring wells, well pumping stations, storage tanks, control valves, booster pump stations, pressure and surge tanks, relocation of water facilities, groundwater and surface water treatment facilities, and water facility structures
Performs various design-related tasks including planning, surveying, grading, drainage, roadways, foundations, government permits, land issues, easements, retaining walls, water and chemical pump design, piping, landscaping, electrical coordination, customer services and meters, hydrants, control valves, vaults, environmental issues, water quality issues, studies and water supply planning
Prepares construction drawings and specifications
Prepares construction contracts, bid documents, reviews bid submittals and recommends contract awarding
Specifies, develops bid packages and procures major equipment
Prepares requests for proposal (RFP), analyzes submittals and recommends contractor, consultant or vendor
Manages project scope, schedule, and budget
Manages and communicates with project-specific contractors, consultants, agencies, and staff
Prepares data tables, graphs, cost estimates, written justifications, and reports required for evaluations and projects
Interprets and understands engineering and construction reports and drawings and provides input or guidance
Prepares and publishes documents and reports for distribution to communities as well as state and local government agencies
Utilizes Company financial and PM software (Microsoft Project Online) to accurately monitor project costs during and at the end of a project
Assists in planning and preparing projects and for the Company’s capital budget and Public Utility Commission (PUC) rate case filings including cost estimating and justification for projects, as well as data requests, tours, rebuttal, and settlement support
Provides input and assists in the preparation of the Company’s annual capital budget
Provides technical support for system operations and maintenance
Presents information in public forums to state or local government agencies, special districts or local communities
Conducts project safety planning and develops project safety documentation
Oversees the progress of construction or consultant work, change orders, invoices, inspection / validation and requests for Information (RFI)
Meets with districts to schedule, obtain basic permits, and coordinate proposed work and projects
Prepares permit submittals and communicates with permitting agencies
Reviews drawings and works with technicians to prepare drawings for typical infrastructure improvements
Assesses and analyze basic problems to recommend corrective actions
Reviews the legal description of easements and properties for proposed facilities
Assists in developing water distribution system long term plan
Organizes and attends meetings with other Cal Water staff members and public agencies to assess problems and determine solutions
Conducts research on existing infrastructure using databases, maps, drawings, photos and paper files
Performs engineering calculations / civil design analysis to solve problems
Performs other duties of a similar nature or level
MINIMUM QUALIFICATIONS :
Bachelor of Science degree (4 year) in Engineering or related field from accredited college or university. An Engineer in Training certificate from the applicable state would be considered equivalent to graduation
Master’s Degree or other advanced specialty certification desired
Engineering in Training Certificate (EIT) or Professional Engineering License (PE) desired
Project management professional (PMP) certification desired
Good working knowledge of English and ability to effectively communicate with their supervisor, co-workers and the public
Ability to read and understand general business periodicals, professional journals, technical procedures, or governmental regulations
Ability to write clear and concise reports, business correspondence, and procedure manuals
Ability to effectively present information and respond to questions from managers
Ability to communicate and maintain effective working relationships with those contacted in the course of work
Knowledge of word processing, spreadsheet, presentation and e-mail applications
Ability to perform accurate engineering or water supply, demand and reliability calculations
Exercises good judgement to prioritize assignments and work in order of urgency and sensitivity
Experience in design plan development and AutoCAD systems
Proficient in the use of Microsoft Office applications including Microsoft Project Online.
Ability to apply engineering principles and theory
Ability to apply pertinent laws, regulations and codes applicable to primary job functions
Basic project management skills, including creating and monitoring schedules and budgets
Knowledge of water and waste water systems desired
Valid California Driver’s License
Salary Range : $118,665.68 - $145,316.90
