This is a highly responsible specialized, supervisory, and administrative work in planning, organizing, directing, and evaluating the work of the Public Safety Department.
Essential Job Duties and Responsibilities :
The Chief designs and implements policies and procedures for the department and serves as advisor to the Executive General Manager on all matters of security, law enforcement and public safety.
Work includes the direct supervision of the staff and programs of the patrol and detective divisions, administrative operations, and emergency services.
Work assignments are normally given to the Chief in general terms and considerable independent judgment is exercised especially as to the technical law enforcement and public safety matters.
Performance is subject to administrative review and an analysis of end results.
- Plans, organizes, and directs all patrol, detective and administrative operations; emergency services and related functions of the Public Safety Department.
- Designs, develops and implements policies and procedures for the efficient operation of the department and establishes control systems to assure compliance.
- Advises the Executive General Manager on all matters of security, law enforcement and public safety within the community, including information regarding existing or potential problems, and makes recommendations for actions or strategies.
- Represents the Executive General Manger in meetings with the police, public, community residents and other officials when discussions involve some aspect of security or public safety of persons, buildings, and grounds.
- Interprets corporate rules, regulations and policies as applied to department personnel and assures their compliance.
- Supervises and takes part in the hiring, firing and disciplining of all employees within the department.
- Supervises and approves the department’s budget requests; supervises the expenditure of funds as permitted by budget allocations and corporate policy.
- Reviews incident records, daily logs, and related reports and gives direction and guidance to subordinates as to follow-up actions.
- Plans and directs the deployment of personnel in accordance with the security needs of the community.
- Personally supervises and directs complex or critical investigations and operations.
- Performs related work as assigned.
Educational Requirements :
B.S. degree in criminal justice, or equivalent experience.
Work Experience and Minimum Requirements :
- Ten (10) years’ minimum experience in the Law Enforcement field.
- Extensive knowledge of the nature and kinds of problems found in large residential communities and the application of modern law enforcement theories and practices designed to deal with such issues.
- Extensive knowledge of the laws, rules and regulations of NY State and City which are relevant to the provision of security and public safety in the community.
- Extensive knowledge of modern principles and practices of criminal justice supervision and administration.
- Thorough knowledge of modern theory and practice of police behavior in dealing with disruptive or criminal individuals and groups, especially as to general strategies and tactics.
- Thorough knowledge of modern techniques of human resources management such as recruitment, training and performance evaluating, counseling, and disciplining.
- Considerable knowledge of torts, civil litigations, and their processes.
- Ability to supervise and manage a large public safety operation in a residential community.
- Ability to establish, implement, and monitor effective policies and procedures.
- Ability to serve as advisor and consultant for complex and critical matters of security and public safety.
- Ability to communicate effectively, both verbally and in writing to persons of different cultural, racial, social and economic backgrounds.
- Ability to design and supervise the development of emergency procedures for large communities.
- Ability to review records, logs, reports and other documents for accuracy and completeness, and to identify problems and their solutions.
- Ability to read, write, speak and understand English sufficiently to perform the duties of the position.
- Ability to secure and retain a New York State Police Department issued Firearms Business Carry Permit and New York State Peace Officer certification.
- Must have a NYS driver's license in good standing.
Testing :
- Psychological examination
- Drug screening, as permitted by, and consistent with, applicable law.
- Driver’s license review
Physical Requirements :
Persons performing service in this position classification may routinely exert up to 80 pounds of force to lift, carry, push, pull, or otherwise move objects.
This type of work will involve regular walking or standing for extended periods of time. It may involve stooping or bending.
Handling and working with various materials and objects are important aspects of this job.
