Reporting to the Manager of Human Resources, the HR Specialist / Talent Acquisition is responsible for managing all aspects of the hiring process for hiring managers.
The specialist work with department managers to find the best employees for the College. They evaluate candidates, assess their resumes and credentials, conduct pre-screening interviews, and build a network of potential employees.
The specialist uses appropriate social media tools to post job vacancies and identify suitable applicants for the College.
This position will partner with the management team to promote, develop, and encourage employee growth through an equitable internal hiring and promotion process.
Work effectively to ensure the talent acquisition processes is in compliance with local, state and federal employment and labor laws, as well as those pertaining to the Tennessee Board of Regents.
The successful specialist is an excellent communicator, team player, who can build relationships with supervisors, employees, and leaders alike.
Job Duties
- Manage and support full life cycle recruitment processes. Create standard operating procedures and keep them current as the talent acquisition landscape changes.
- Collaborate with budget to ensure appropriate funding prior to approval or posting, post positions, set charge for committees, approve questions, approve recommended applicants and make offers, negotiate with candidates based on established criteria, submit all information to the HRIS system (Banner), notify IT for onboarding, manage all position approval forms, conduct new hire and hiring manager satisfaction surveys.
- Assist in providing consultation and information regarding employment issues. Discussing and establishing qualification requirements and terms and conditions of employment with managers.
- Source and recruit qualified candidates using databases, social media, job boards, local and national groups and professional organizations.
- Track and monitor the applicant tracking system to ensure the recruitment and hiring process moves fluidly without bottlenecks.
- Assist managers with identifying and utilizing appropriate resources within the Office of Human Resources to ensure uniformity in processes, campus wide as it relates to internal hires and promotions into vacant positions.
- Report on established talent acquisitions metrics. Assist in maintaining requested statistics and data for reporting purposes.
Partner with the HRIS Analyst to ensure accurate affirmative action reporting of employment data.
- Measuring the results of candidate interviews and job placements using hiring metrics and brief satisfaction surveys.
- Remain knowledgeable of current state and federal laws, regulations, and trends in the field of education related to harassment and other discriminatory practices that violate hiring and employment laws.
- Formulate and approve position descriptions for posting.
- Conducting phone calls or meetings to create a shortlist of qualified candidates.
- Conduct prescreening for appropriate applicants. Interviewing candidates on the shortlist and maintaining a database on employees for future vacancies.
- Mediating between candidates and hiring managers.
- Using web-based technology and social media to analyze hiring trends, post job vacancies, and following up with candidates during the hiring process.
- Producing reports on hiring plans and strategies.
- Analyzing recruitment software and the performance of recruitment agencies and recommending improvements or changes.
- Create and participate in providing education, training, and outreach related to Human Resources.
- Performs other related duties as assigned.
Minimum Qualifications
- Bachelor's degree in a relevant area;
- Three years of relevant experience in Human Resources, preferably in higher education.
- Experience with recruitment or talent acquisition.
- Experience in advising managers, supervisors, and staff in Human Resources on matters employee and applicant qualifications, sourcing options, and recruitment vehicles for effective hiring.
- Excellent written and verbal communication and interpersonal skills.
- Solid judgment and influencing skills.
- Strong attention to detail.
- Excellent presentation skills.
- Strong technical abilities including expertise with Microsoft Office Suite.
- The ability to contribute to the college's commitment to diversity by fostering a climate of multicultural understanding and appreciation.
Preferred Qualifications
- Current HRCI, SHRM or other industry Certification or credential.
- Four or more years of experience in recruiting or talent acquisition.
- Experience working in higher education, government or non-profit.

Additional Considerations
Finalists will be required to create an ad hoc report based on an employee relations case provided by the College. Applicants should allow at least one hour for this interactive process which will require analysis and assessment of case, applicable policy(ies), and recommendations for action / sanction.
