AIR QUALITY SPECIALIST

BB&E team members provide Environmental Consulting, Facilities Engineering and Program / Project Management Services to Federal and private sectors.
Position Summary
BB&E is currently looking for anAir Quality Specialistto assist NASA Ames Environmental Research Center Support Services Contract (ESS) under our Advisory and Assistance Services (A&AS) Business Line (BL), to provide environmental services to the NASA Ames Program Team.
JobDuties & Responsibilities
- Support the air quality program at NASA Ames Research Center
- Interpret Bay Area Air Quality Management District (BAAQMD), State (CARB), Federal (EPA), and local rules / regulations
- Advise applicants and prepare permit applications for CARB and BAAQMD
- Support the implementation of a GHG program to ensure compliance with applicable laws, regulations, executive Orders, and NASA policies and procedures
- Complete data entry and maintain NASA’s Air Permit Tracking System (APTS) to track material usage, generate throughput reports, track facility-wide emissions, update SDSs and emissions factors
- Review and provide recommendations for Ames Product Review for Hazardous Chemical Purchase
- Review and update data for the In-Use Off-Road Diesel Vehicle Regulation using the Diesel Off-Road Online Reporting System (DOORS)
- Review and update data for the Large Spark-Ignition (LSI) Engine Fleet Requirements regulation using the CARB on-line system
- Submit air quality compliance records provided by permit holders as requested by BAAQMD. Coordinate, schedule, and provide on-site support to physical compliance inspections by BAAQMD personnel
- Prepare corrective action plans with the permit holder for non-compliant findings from the air quality compliance inspections performed by BAAQMD
- Provide guidance / comments as part of the construction permit review board.
- Maintain, update, and distribute the Toxic Gas Inventory.
- Conduct annual BAAQMD permit terms and conditions training for all permit holders
Key Qualifications
- Experience reviewing air permit sources and optimizing practices to save costs in permit fees for industrial and / or federal facilities.
- Must have the capability to analyze data, write reports, and present results to NASA Technical Managers.
- Must have experience coordinating with outside stakeholders and regulators on-air technical and policy issues.
- Must have excellent communication skills
- Well-versed with MS Suit software, including MS Teams
Experience & Education
- A bachelor's degree in environmental science, engineering, or related fields.
- Minimum of 5 years experience as an engineer developing and reviewing air permit applications for Air Quality Management Districts in CAis required
Physical Requirements
- Lifting / carrying up to 50 lbs.
- Ability to sit / stand for extended periods.
- Ability to work both indoors / outdoor (with exposure to the elements)
- Ability to walk / climb / knee / crouch and reach
- Ability to work on rough terrain when necessary
- Exposure to hazards / contaminants at times
- Ability to work in confined spaces and / or heights
