Project / Unit Description

The Photonics and Microelectronics Division (PMD) in the Electro-Optical Systems Laboratory (EOSL) of GTRI is searching for a Division Chief Scientist.

PMD performs advanced research that involves the design, development, fabrication, and packaging of new materials and microelectronic device technologies, photonic integrated circuits, RF / millimeter-wave devices, and spacecraft hardware.

These components and fully functional sub-systems are used in a variety of applications for aerospace and national security platforms.

Job Purpose

The Division Chief Scientist helps direct and oversees the division's internal research and development (IRAD) program. The division chief scientist ensures IRAD activities will maintain and grow the division's competitive position by formulating and executing key elements of the division's strategy, working closely with researchers and unit leads in the alignment of IRAD with other investments and awards, developing collaborations across other labs, representing the division's opportunities and challenges through reporting to the Lab Chief Scientist, and connecting with the broader research and sponsor community.

Key Responsibilities

  • Assist the Division Chief in finding new directions in which to grow the Division's technical scope and DoD / IC solution set.
  • Mentor and assist other researchers in identifying and proposing IRAD directions consistent with Division and Lab strategy.
  • Architect low-SWaP DoD microsystems with detailed system and integration considerations.
  • Perform as a photonics and microelectronics subject matter expert on sponsored research projects.
  • Propose and follow through with new efforts for sponsor and internal research.
  • Lead technical report execution as primary expert and provide oversight to others.
  • Lead discussions with sponsors for studies, proposing new directions and helping to shape new business in accordance with branch and division strategic vision.
  • Initiate and lead technical trips to sponsor sites, serving as a technical interface between the organization and the sponsor.
  • Lead technical execution and writing for sections of journal articles and conference presentations, and represent the organization at conferences.
  • Assemble appropriate experts within the organization for work on novel technical writing and presentation initiatives.
  • Conduct and assign literature searches for finding new avenues of thought and bodies of work to explore.
  • Serve as a mentor to student researchers, including co-ops, GRAs, and others through Institute programs.
  • Facilitate campus collaboration with academic partners (i.e., resident instruction).
  • Other duties and responsibilities as assigned.

Required Minimum Qualifications

  • Experience & expertise in two or more technologies that are central to the mission of PMD, such as : photonics, analog IC design, electro-optical materials & devices, RF GaN / GaAs materials & devices, microelectronics packaging, low-SWaP payloads for expendables / UAV / USV.
  • A proven track record in turning IRAD investment into sponsored research.
  • Experience leading business development activities and sponsor engagement, including writing competitive proposals and white papers.
  • A proven track record leading small to mid-sized teams of research engineers and technical staff for DoD objectives.
  • Ability to create and deliver engaging technical presentations.
  • Experience facilitating dialogue, collaboration, and partnerships among research personnel, government, and industry stakeholders.
  • Ability to obtain and maintain a DoD TS / SCI Security Clearance.

Preferred Qualifications

  • Active TS / SCI Clearance.
  • A Master's or Doctoral degree in electrical engineering, microelectronics, physics, materials science and engineering, aerospace engineering, or a related technical discipline.
  • Proven track record for developing business with Army, Air Force, Navy, or IC sponsors.
  • Experience with contracting, proposals, and contract management.
  • Experience with national security systems such as radar, digital and analog comms, electromagnetic warfare, position / navigation / timing, EO / IR / RF sensing, etc.
  • Experience leading technical teams related to photonic and RF systems.
  • Expertise in modeling, simulation, analysis of photonic and / or RF systems.
  • Expertise in designing, building, testing photonic and RF subsystems at 40 GHz and beyond.
  • Experience developing and socializing IRAD proposals in a multi-lab, matrixed organization.

Travel Requirements

10% - 25% travel.

Education and Length of Experience

  • 9 years of related experience with a Bachelor's degree in electrical engineering, microelectronics, physics, aerospace engineering, materials science and engineering.
  • 7 years of related experience with a Master's degree in electrical engineering, microelectronics, physics, aerospace engineering, materials science and engineering.
  • 4 years of related experience with a Ph.D. in electrical engineering, microelectronics, physics, aerospace engineering, materials science and engineering.

U.S. Citizenship Requirements

Due to our research contracts with the U.S. federal government, candidates for this position must be U.S. Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active TS / SCI Security Clearance.
