General Statement

Under direction, performs professional work at the journey level in the analysis, preparation and administration of the annual budget and related financial documents, and in the conduct of organization, staffing, and methods studies.

  • Provides supervisory or project direction of other analysts and participates in the advanced technical phases of development, review, and administration of the budget;
  • reviews and analyses budget requests and supporting information; identifies budgetary questions and recommends resolution;

participates in budgetary meetings; advises operating departments or operating units in preparing budget estimates.

  • Performs and directs analyses of budgetary spending trends; makes recommendations for improvements or adjustments.
  • Manages the processing of purchase requests and payment authorizations for appropriateness and adherence to established procedures, budgetary guidelines and contract specifications.
  • Conducts organization and management studies; recommends improvements and procedural changes.
  • Prepares and administers contracts; coordinates the review and evaluation of bid proposals; prepares and monitors contract schedules.
  • Provides technical support to users of the Budget Management System and / or other management information systems.
  • Prepares correspondence for various District personnel and departments.
  • Prepares managerial reports.
  • Assigns, supervises and reviews work; ensures staff compliance with District policies and procedures including Personnel Rules and Administrative Procedures;

completes performance reviews; addresses employee complaints and grievances; may recommend employment actions such as hiring, transfer, suspension, promotion or discharge.

Other Job Functions

  • Participates in and represents the department on ad hoc and standing committees.
  • Designs, updates and prepares forms, instructions, and procedural manuals.
  • Oversees the acquisition, training, use, inventory, troubleshooting and repair of computer hardware and software and other office automation equipment.
  • Manages personnel, financial, and budgetary records.
  • Performs other duties as assigned.

Environmental Conditions

Work is performed in a typical office environment and requires the use of standard office equipment including computers.

Desirable Knowledge, Skills and Abilities

  • Thorough knowledge of the techniques of budget and management analysis.
  • Thorough knowledge of the principles, practices and procedures of administrative organization particularly in the public sector.
  • Thorough knowledge of statistical methods.
  • Thorough knowledge of public finance and public administration.
  • Ability to apply financial concepts and practices to establish and maintain budgets.
  • Ability to identify financial and / or budgetary problems and develop and implement solutions.
  • Ability to analyze financial data, forecast revenues and expenditures and prepare financial plans.
  • Ability to assess the accuracy and validity of financial data.
  • Ability to conduct advanced level budget and management analysis studies.
  • Ability to coordinate and manage project teams and provide project oversight.
  • Ability to plan and supervise the work of subordinate analysts and administrative staff.
  • Ability to communicate effectively, orally and in writing.

Minimum Qualification Requirements

Graduation from a four-year accredited college or university majoring in business or public administration or a related field and four years of experience in organization and methods work and / or budget analysis, preparation and administration.

Substitution

Graduate study in the designated fields may be substituted for the required experience on a year-for-year basis. Additional professional experience in organization and methods work and / or budget analysis, preparation and administration may be substituted for the required education on a year-for-year basis.

Promotional Requirement

  • Two years of service with the District as a Management Analyst II or Budget and Management Analyst.
  • Civil service status in one of the foregoing classifications.
