General Statement

Under direction, performs work in the analysis, preparation and administration of the annual budget and in the conduct of organization, staffing and methods studies.

Reviews and analyzes budget requests; obtains, assists and analyses supporting information; identifies budgetary questions requiring resolution;

participates in budgetary meetings; assists and advises operating departments or operating units in preparing budget estimates.

  • Monitors purchase requests and payment authorizations for compliance with established procedures and timeliness.
  • Creates, reviews and processes purchase requests and payment authorizations for appropriateness and adherence to established procedures, budgetary guidelines and contract specifications.
  • Assists in preparing contract documents such as the invitation to bid, contract specifications and other required request for proposal documents.
  • Assists in the periodic analyses of budgetary spending trends and actions.
  • Participates in the conduct of organization and management studies including participation in the analysis of options and the preparation of recommendations.
  • Assembles data, manually and with the aid of computer software, for the development and preparation of managerial reports.
  • Provides technical support to users of the Budget Management System and / or other management information systems.
  • Prepares correspondence for various District personnel and departments.

Other Job Functions

  • May assign, supervise and review the work of subordinate administrative support staff.
  • Participates in and represents the department on ad hoc committees.
  • Participates in the design, update and preparation of forms, instructions, and procedural manuals.
  • Maintains personnel, financial, and budgetary records.
  • Performs other duties as assigned.

Environmental Conditions

Work is performed in a typical office environment and requires the use of standard office equipment including computers.

Desirable Knowledge, Skills and Abilities

  • Knowledge of the techniques of budget and management analysis.
  • Knowledge of the principles, practices and procedures of administrative organization.
  • Knowledge of statistical methods.
  • Some knowledge of public finance and public administration.
  • Ability to apply financial concepts and practices to establish and maintain budgets.
  • Ability to understand and comply with budget processes and procedures.
  • Ability to compile, analyze and summarize financial revenue and expenditures.
  • Ability to collect, monitor and record financial data and produce reports.
  • Ability to assess the accuracy and validity of financial data.
  • Ability to assign and supervise the work of subordinate administrative staff.
  • Ability to communicate effectively, orally and in writing.

Minimum Qualification Requirements

Graduation from a four-year accredited college or university majoring in business or public administration or a field involving organization and methods work and / or budget analysis, preparation and administration.

Substitution

Professional experience in organization and methods work and / or budget analysis, preparation and administration may be substituted for the required education on a year-for-year basis.

Promotional Requirement

  • Possession of a bachelor’s degree in business or public administration or a field involving organization and methods work and / or budget analysis, preparation and administration.
  • One year of service with the District as a Senior Administrative Specialist, Legal Assistant, Investigator, Accounting Associate, Secretary, Human Resources Assistant, Administrative Assistant, or Accounting Clerk III;

or two years of such service as an Administrative Specialist.

  • Civil service status in one of the foregoing classifications.
