JOB SUMMARY; PUBLIC SERVICES LIBRARIAN II Information Services

  • Responsible for performing professional public library work, providing extensive assistance with informational, reference, reading and programming needs to patrons of all ages and backgrounds.
  • Conducts interviews in person, by telephone and virtually to determine the nature of inquiry and the appropriate resources for locating information requested.
  • Responsible for providing a diverse and relevant schedule of programming for patrons of all ages.
  • Responsible for reviewing the library collection and recommending library materials for addition to the system-wide library collection.
  • Responsible for providing excellent customer service to members of the general public, elected officials and county employees, serving as a role model for subordinate staff.
  • Responsible for library operations in the absence of a library supervisor, division manager and / or higher-level staff.
  • Maintains patron confidentiality and privacy in all library matters.

ESSENTIAL JOB FUNCTIONS

  • Provides extensive assistance with informational, reading and reference needs to patrons of all ages and backgrounds.
  • Conducts interviews in person, by telephone and virtually to determine the nature of inquiry and the appropriate resources for locating information requested.
  • Instructs patrons on the use of the library online catalog, library databases, the Internet and library equipment.
  • Provides general assistance and basic instruction to patrons on the use of computers, email systems, word processing applications and other software and related electronic resources.
  • Creates bibliographies for various library resources to support customer needs and interests.
  • Oversees the work of subordinate staff.
  • Provides mentorship and feedback to staff and communicates with the library supervisor, division manager and / or higher-level staff regarding staff successes and needs.
  • Participates in the training of new staff to increase skills in providing for the informational, reading and reference needs to patrons of all ages and backgrounds.
  • Comprehends, follows and issues oral and written instructions and applies sound judgement when carrying out professional and essential duties.
  • Provides information and referral to facilitate customer access to other community resources, libraries and service agencies.
  • Evaluates the library collection to identify areas in which additional materials are needed.
  • Uses professionally accepted standard criteria to select materials and evaluate the collection.
  • Examines donations for possible additions to the collection.
  • Recommends books and other materials to be possibly acquired by the library.
  • Reviews new materials received.
  • Checks cataloging and changes material codes and labels as necessary.
  • Assists in creating content for library social media and library newsmagazine.
  • Plans, publicizes and conducts programs for children, young adults and adults.
  • Plans and presents library tours.
  • Executes library outreach to local schools and local community groups to promote library services and programming.
  • Confers with community groups in developing programs.
  • Stays informed of developing trends in librarianship, the provision of library services and in community and professional organizations.
  • Maintains continuing professional expertise and knowledge of trends, tools and software pertinent to libraries, websites, social media, etc.
  • Assists in the selection and creation of promotional and informational materials including schedules, flyers and special event notices.
  • Creates and maintains library exhibits and displays.
  • Recommends suitable websites for inclusion on library web page.
  • Plans and selects material for library theme-based displays.
  • Assists in the preparation of the annual division budget, business plan, statistical reports, activity reports, etc. Assists in conducting the quarterly in-library use survey.
  • Troubleshoots library equipment. Diagnoses and reports equipment issues.
  • Actively participates in committee work.
  • Performs all functions related to circulation services, as needed.
  • Maintains and promotes the characteristics of excellent customer service in assigned area of responsibility. Personal contact occurs with other employees of the unit, employees of other departments of the County, citizens and elected officials.
  • Resolves customer concerns with a positive approach.
  • Implements the organization's guiding principles and core values and carries out policies, procedures and established practices of the organization.
  • Works a flexible schedule which includes days, evenings and weekends, often assigned as the person in charge in the absence of supervisor or higher-level staff.
  • May be assigned to work at other locations to meet service needs.
  • Performs other related duties as assigned.

SUPERVISION

This position functions as a lead worker for a small group of employees and / or volunteers, in the absence of a library supervisor, division manager or higher-level staff.

May supervise a library facility or division, selected activities and volunteers in the absence of higher-level staff. May review the work product of others.

May provide guidance, advice, training and assistance to others on work assignments. May provide work direction. Provides training and ongoing assistance, instruction and guidance to staff regarding library procedures and protocol.

QUALIFICATIONS

Education and Experience :

  • Master of Library Science (MLS / MLIS / MIS) with a focus on library studies from an American Library Association (ALA) accredited institution.
  • Two (2) years' current, successful and practical public library experience preferred.

Licenses or Certifications :

Valid State of Florida driver's license required for travel.

  • Ability to communicate and carry out policies, procedures and established practices of the organization.
  • Ability to work courteously and tactfully, maintaining effective working relationships with the public, staff and elected officials.
  • Ability to read, comprehend and execute policy and procedure manuals, oral and written instructions, short correspondence and memos and effectively write routine reports and correspondence.
  • Ability to present information to large groups, one-on-one and small group situations to customers and employees of the organization.

Ability to make effective and persuasive presentations on controversial or complex topics to top management, public groups and / or boards.

  • Ability to understand, follow and issue oral and written instructions and to apply sound judgement when carrying out professional and essential duties.
  • Ability to collect, maintain, interpret and report statistics, including the ability to interpret complex and detailed technical data.
  • Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals.
  • Ability to compute rate, ratio and percent and draw and interpret bar graphs.
  • Ability to pay close attention to detail.
  • Ability to function in an appropriate and professional manner, independent of constant, direct supervision and to use sound judgement in resolving concerns.

  • Knowledge of literature and the ability to share this knowledge.
  • Knowledge of and ability to apply alphabetical, numerical and library filing systems.
  • Knowledge of online library databases, the internet and other resources to assist patrons.
  • Ability to employ excellent research and reader's advisory techniques on behalf of the general public, utilizing exemplary customer service skills.
  • Ability to assist and instruct the public in the use of equipment and software.
  • Ability to proficiently use current personal computer technologies and software.
  • Ability to take a teamwork approach by cooperating with others, offering to help others when needed and considering larger organizational or team goals.

  • Ability to utilize technology, including specialized computer software, hardware and the library's automated system, to input, research and retrieve relevant information.

  • Ability to supervise, train and direct volunteers and new employees under the guidance of a supervisor or lead worker.
