The Federal Election Commission (FEC) is looking for a passionate and dedicated individual with extensive litigation experience as well as outstanding leadership and analytical skills to serve as Associate General Counsel for the Litigation Division of the Office of General Counsel.

Responsible for supervising and overseeing the division representing the FEC, which has independent litigation authority, in the U.

S. District Courts and the U.S. Courts of Appeals.

Duties

As the Associate General Counsel for Litigation in this position, you will :

Represent the Commission which has independent litigation authority by serving as first chair and supervising the argument of cases in all courts, including U.

S. District Courts and Courts of Appeal, State Courts, where applicable, and the U.S. Supreme Court, on cases requiring expert knowledge and management on cases with nation-wide and Constitutional impact.

  • Monitor and research litigation nationwide to assess potential impact on FEC's litigation practice and the Agency's interest, including complex cases of constitutional import.
  • Serve as OGC's principal liaison to the Department of Justice with respect to civil litigation in both FECA and non-FECA matters that may impact the agency.
  • Serve as senior advisor to the General Counsel, the Deputy General Counsel, the Commissioners, and other senior managers in the Commission concerning the Commission's litigation activities, program and risks.
  • Integrate human capital strategies with the Agency's core mission and business practices by fostering a performance-oriented culture and establishing performance management systems that assess and reward employee performance based on organizational goals and values.

Qualifications

In order to qualify, you must meet the experience and education requirements described below. Your resume must clearly describe your relevant experience.

Basic Requirements :

A. A law degree (J.D or LL.B.) from a law school accredited by the American Bar Association.

B. Bar Membership : Be an active member in good standing of a state, the District of Columbia, the Commonwealth of Puerto Rico, or territory of the United States.

Minimum Qualifications :

Your resume must include evidence of the following experience, including dates.

You must have 5 years of progressively responsible professional experience working as a practicing attorney in any of the following duty areas : compliance, litigation, investigations, civil or criminal law enforcement, regulations / policy, or other similar areas.

  • At least one year of this experience must be comparable in scope and responsibility to the GS-15 level. This must include activities such as : (1) conducting extensive legal research of policies, regulations, and / or compliance questions, including researching precedent or opinions bearing on a legal issue;
  • 2) managing, organizing, and planning work activities for a program or program area; (3) providing guidance in establishing the course and conduct of investigations;

4) testifying and presenting in proceedings and other hearings, trials, and depositions; and (5) analyzing complex legal issues having to do with campaign finance law, including regulatory and constitutional issues.

In addition, you must provide a cover letter describing your experience with the competencies identified below :

Litigation Experience with all aspects of district court and appellate litigation, including drafting of briefs and other

filings; drafting written discovery and taking depositions; negotiating settlements; developing case and appellate

strategy; and presenting oral arguments.

Leadership Ability to influence, motivate, and challenge others and to adapt your leadership style to a variety of situations.

Ability to supervise staff and to perform the full range of human resources, as well as providing direction in the development of legal initiatives and related policies.

Legal Writing / Analysis Ability to write clearly, concisely and persuasively, particularly when complex legal issues are involved, and to edit and review the written work of other attorneys.

Ability to research, analyze, and explain complex legal issues involving constitutional, jurisdictional, and other relevant matters.

Communication Ability to communicate - both written and oral - including the ability to have productive relationships with colleagues and others within and outside the agency.

Part-time or unpaid experience : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer or unpaid experience : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.

e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community;

student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.
