Job Summary

The Capital Improvement Project Manager executes the City’s five-year Capital Improvement Plan and School Capital Plan concerning all public infrastructure improvements maintained by the City, including 43 schools, 11 recreation centers, and over 50 other facilities.

This team member works to align planned work with City priorities and goals. This is a (2) two year, limited term position.

Duties & Responsibilities

  • Works with the Capital Program Manager to implement and execute organizational plans to accomplish project objectives.
  • Reviews work presented by vendors to ensure compliance with plans, standards, costs, and deadlines.
  • Monitors and evaluates the effectiveness of the City’s capital projects and makes recommendations or adjustments to attain measurable objectives.
  • Organizes and coordinates project activities and all reporting requirements.
  • Integrates project work with the Public Property Staff, City Council, and Finance Staff while actively updating stakeholders on project advancement.
  • Mobilizes and coordinates workflow strategies.
  • Maintains collaborations and partnerships with City departments, vendors / contractors, and invested stakeholders.
  • Confers with internal and external constituencies to gather and collate information pertinent to project execution.
  • Travels to project work sites within the City.
  • Executes standard operating procedures and employs strategies to meet and exceed goals.
  • Responsible for gathering and formulating metrics related to project safety, schedule, and finances.
  • Responsible for accurate daily, weekly, monthly reporting requirements.
  • Manages critical deliverables from design, procurement, construction, budget, and schedule goals of assigned projects, from project inception through project closeout.
  • Creates, oversees, and tracks all schedule aspects for assigned projects, from pre-approval through project closeout to ensure on-time delivery.
  • Manages construction contracts from RFP through contract execution, including tracking deliverables, schedules, payments due, managing change orders, and providing notices or dispute resolution if required.
  • Works with the procurement team to order long-lead equipment, negotiate and execute the contract associated with Purchase Order / related invoices.
  • Coordinates resource availability and operational needs to ensure the achievement of established project goals.
  • Manages schedule and cost lifecycle of assigned projects through project closeout.
  • Manages subcontracts and subcontractor change management.
  • Responsible for effective oversight of multiple subcontractors and temporary leased installation labor.
  • Has the ability to stand in for the Director of Public Property and / or the CIP Program Manager in their absence.
  • Adheres to Safety, Quality, Ethical Standards, Lessons Learned, and Performance Management programs per the City policies, standards, and contractual commitments.
  • Other duties as assigned.

Minimum Qualifications

  • A combination of education and experience that is substantially equivalent to the following : Bachelor of Arts or Science from an accredited college or university with a major in engineering, architecture, business management, public administration or a related field, between two and four years (2-4) of experience in decision-making positions responsible for supervising staff, project management, or facilities management or construction project management.
  • Knowledge of software commonly used in office and facilities management such as Microsoft Office Suite and Project, and Computerized Maintenance Management System (CMMS).
  • Experience in budget forecasting and budget administration.
  • Ability to complete a variety of projects on time and on budget.
  • Ability to communicate effectively and collegially, verbally and in writing, with a diverse collection of internal and external constituencies.
  • Ability to effectively plan, organize, supervise, and review the work of vendors.
  • Must be able to perform all essential functions of the job.

Preferred Qualifications

  • Knowledge of the building trades to include plumbing, electrical, HVAC, and carpentry.
  • Knowledge of applicable codes and regulations related to facilities and building systems.
