Overview

The Senior Business Process Analyst will support the Department of State's Bureau of Consular Affairs' Directorate of Passport Services (CA / PPT) in a transformational project aimed at enhancing customer experience and improving coordination and staff satisfaction.

This role requires conducting comprehensive assessments of human capital management plans, organizational structures, and customer delivery models, providing actionable recommendations, and collaborating with various stakeholders.

The position will be in Washington, DC and will include the potential for remote work. The position will include virtual engagement with CA leadership as well travel to various CA facilities and stakeholder across the United States.

Responsibilities

Conduct comprehensive assessments of CA / PPT's organizational structure and human capital management plans.

  • Develop formal Human Capital Management plans for the Directorate of Passport Services.
  • Conduct business process mapping / modeling, leveraging process mining capabilities to identify variance, inefficiencies, and opportunities.
  • Review and optimize Directorate of Passport Services Center and Agency structures for sustainable staffing models.
  • Analyze and recommend improvements for the roles and responsibilities of Regional Directors.
  • Assess HQ and field structures to ensure effective resource allocation and communication.
  • Evaluate the unique structure and staffing needs of the Special Issuance Agency.
  • Collaborate with various organizational stakeholders to develop and refine strategic goals and align assessments with said goals.
  • Identify tangible and actionable improvement activities that will address organizational gaps and challenges.
  • Present findings, detailed analyses, and actionable recommendations via senior leadership briefings and in a formal report.
  • Develop process maps and visuals for review by direct-hire teams and Department leadership.
  • Apply Lean Six Sigma methodology for process improvements and automation opportunities.
  • Provide recurring activity reports and regular updates on project progress.

Qualifications

Minimum :

  • Bachelor's degree in Business Administration, Management Information Systems, Industrial Engineering, Organizational Design or Development, Human Resources, Public Policy or a related field.
  • 8+ years of experience in business process analysis, organizational design, and human capital management.
  • Proven experience in conducting large-scale organizational assessments.
  • Expertise in Lean Six Sigma methodologies and process improvement techniques.
  • Proficiency in tools and techniques such as process mapping, root cause analysis, and workflow optimization.
  • Experience with business process modeling tools (e.g., Microsoft Visio, IBM Blueworks Live, ARIS).
  • Familiarity with data analysis tools and techniques (e.g., Excel, Tableau, Power BI).
  • Strong analytical, problem-solving, and project management skills.
  • Excellent communication and presentation skills.
  • Ability to work collaboratively with multiple stakeholders and manage virtual engagements.
  • Must have active Secret clearance.

Preferred :

  • Experience with the U.S. Department of State or other federal agencies.
  • Master's degree in a related field.
  • Certifications in Lean Six Sigma, PMP, or other relevant areas.
  • Experience with enterprise resource planning (ERP) systems (e.g., SAP, Oracle).
  • Familiarity with human capital management systems (e.g., Workday, PeopleSoft).
  • Understanding of change management principles and best practices.
  • Knowledge of federal government regulations and policies related to human capital and organizational development.
  • Familiarity with human-centered design methodologies and engagement tools (e.g., Mural, Miro, Figjam)
