- Qualifications :
- Bachelors Degree and minimum 5 years of prior relevant experience. Graduate Degree and a minimum of 5 years of prior related experience.
In lieu of a degree, minimum of 13 years of prior related experience.
Total relevant professional experience to be minimum of 7 years in Procurement and / or Subcontracts. Experience to be one or a combination of the following : Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal and Government compliance, and / or Finance.
Coursework, or practical experience that demonstrates business acumen, compliance, legal, negotiations skills, analytical mindset, strategy development and execution.
- 7 years of experience using MRP systems software.
- Microsoft Office Suite (Outlook, WORD, Excel (including pivot tables, V-lookup, etc.), PowerPoint, etc.)
- Requires prior managerial experience or defense contractor / government supply chain experience
- Drive all aspects of major subcontract execution (cost, schedule, technical, quality) and full integration of the subcontract work scope within the program, e.
g. proposals, negotiations, contract execution, etc.
- Subject Matter Expert with advanced knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.), government proposals and Basis of Estimate (BOE).
- Subject Matter Expert with advanced negotiation skills, subcontractor management and program risk management experience.
- Subject Matter Expert with advanced ability to review technical SOWs, understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements.
- Subject Matter Expert with advanced knowledge of FAR / DFAR requirements, Prime Contract flow downs, International Trade Compliance, ITAR, EAR, Import / Export, General Provisions, Terms and Conditions, policies and procedures, command media requirements, negotiations of legal documents, and supply chain strategies to improve KPIs and ROIs.
- Expert at problem solving by leveraging experience and through analysis of data
- Expert understanding of Subcontracts relationship with other functions such as Contracts, Program Management, Finance, Engineering, Quality, Business Development and others.
- Accountable to Program Manager, Business Development, Supply Chain Leadership and Operations
- Responsible to analyze diverse set of issues and challenging development program(s) changes and communicate effectively to Program(s) and Supply Chain Executive Leadership
- Work closely with SCMs, Program Management and Technical personnel, to support / manage high-dollar value proposals and subcontracts
- Experience with Intellectual Property (IP) and Patent requirements
