Incumbents in this position oversee the work of purchasing, inventory, and / or mail service for a City department.

Essential Functions and Responsibilities :

  • Plans, organizes, assigns and directs the work activities of subordinate staff to realize the unit’s work goals and to ensure the consistent application of unit and / or technical policies, procedures and guidelines.
  • Interview, train, and evaluate performance.
  • Handle the routine receiving, storing, issuing, and other coordinated short and long-range plans to meet targeted goals and to ensure the consistent application of unit and / or technical policies, procedures and guidelines are being followed.
  • Review and compare work performance and products of subordinate staff with standards, training needs to determine actions for disciplinary, and grievance dispositions.

Work on performance plan and appraisals. Respond to complaints concerning vendors, conduct audits and resolve regarding purchases.

  • Managing inventory : This includes conducting inventory checks, ensuring merchandise and supplies are fully stocked, and processing and loading orders.
  • Organizing storage : This includes sorting, labeling, and storing goods and merchandise in a way that optimizes warehouse space.
  • Writing documents : This includes purchase requests, requisitions, and delivery date requests.
  • Following policies and procedures : This includes enforcing company policies, procedures, and productivity standards.
  • Establishes policies and procedures for and oversees the work of the citywide materials purchasing program.
  • Answers questions regarding contracts or bid specifications.
  • Resolves disputed issues regarding purchases.
  • Works with city departments on potential contract bids.
  • Conducts training sessions with departments on requests for specifications.
  • Helps buyers form bid specifications as requested / required by City departments.
  • Meets with City department heads and appointing authorities to discuss vendor issues.
  • May manage the City Mail Service for city departments. May supervise City Mail Service supervisor and staff.

Knowledge, Skills, and Abilities :

Data Utilization : Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise.

Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.

Human Interaction : Requires the ability to provide first line supervision to supervisors and staff. Ability to persuade, convince, and train others.

Ability to advise and provide interpretation to city department heads and supervisors regarding the application of policies, procedures and standards to specific situations.

  • Equipment, Machinery, Tools and Materials Use : Requires the ability to operate, maneuver and / or provide simple but continuous adjustment on equipment, machinery and tools such as a computer, calculator, and a vehicle, and / or materials used in performing essential functions.
  • Verbal Aptitude : Requires the ability to utilize a variety of advisory data and information such as financial statements, management systems reports, surveys, graphs, logs, trade materials, statutes, procedures, guidelines and non-routine correspondence.
  • Mathematical Aptitude : Requires the ability to perform addition, subtraction, multiplication, and division; calculate decimals and percentages;

perform basic algebra and geometry.

Functional Reasoning : Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling.

Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.

  • Situational Reasoning : Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and / or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
  • Environmental Factors : Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury.
  • Physical Requirements : Tasks involve the ability to exert light physical effort in sedentary to light work that may include some lifting, pushing, and pulling of moderately heavy objects and materials, twenty to fifty pounds.

Tasks may involve extended periods of visual concentration at a keyboard or workstation.

Sensory Requirements : Requires the ability to recognize and identify individual characteristics of colors, shapes, and sounds associated with job-related objects, materials and tasks.

Qualifications

A Bachelor’s degree in Business or Public Administration, Purchasing, Materials Management, or a related field; plus three years of purchasing / procurement experience.

OR , an equivalent combination of education and experience.

Preferences : Previous supervisory experience in a related field.

Veterans Preference Points :

City Residence Preference Points :

City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam.

An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points.

City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
