The University of Arizona vehicle fleet is being centralized and this position will lead the implementation, modernization, and ongoing management of this complex university service.

The purpose of the centralization is to ensure that the University's vehicle fleet is efficient, safe, cost-effective, and aligned with the university's core values.

The University fleet includes 1200+ vehicles, ranging from golf carts, passenger vehicles, buses and motorcycles and includes the daily rental fleet, a fueling island, car wash, and maintenance garage.

Parking and Transportation Services (PTS) has approximately $20,000,000 in annual revenues and over 150 employees. PTS does not receive outside funding, as it is a fully self-supporting auxiliary enterprise.

PTS currently manages Cat Tran shuttle services and has over 18,000 parking spaces on and off campus. The department also manages 10 parking garages.

Duties & Responsibilities

  • Plans, directs, evaluates and leads the statewide Fleet Services unit which includes Motor Pool Rental Vehicle Division, University Vehicle Service Shop, University Fueling Center, vehicle washing facility, a newly created Mobile Vehicle Servicing Unit, the University Vehicle Lease-Back Program, and the relationship with an outside vendor that will help to provide a hybrid approach to our rental and leasing program.
  • This position will lead the centralization of the University's fleet of 1,500+ vehicles, which is currently de-centralized.

This will require the position to be responsible for strategizing, planning, and forming campus collaborations.

  • This position will have direct reports and will lead staff, including providing guidance, mentorship, and training on the creation of performance standards and key performance indicators and their desired outcomes.
  • Evaluates operational and transportation needs and trends and develops strategic recommendations for vehicle requirements.
  • Oversees the purchase or leasing of vehicles and maintenance programs. Responsible for the development, review, and use of Key Performance Indicators (KPI) to improve the operational efficiency of the University of Arizona vehicle fleet.

Examples of KPIs includes vehicle utilization rate, maintenance compliance, and response time.

Assists in the development of unit and departmental wide short term / long term goals and objectives to ensure effective delivery of fleet services for the university.

For example, this position will establish and implement specific milestones for the transition of the statewide University of Arizona vehicle fleet.

They will also develop long term fleet integrations with the Climate Action plan, to include the reduction in emissions produced by our fleet.

Evaluates the fleet management, fuel management, and other systems as well as service delivery processes, to develop policies which will increase operational efficiency, ensuring compliance and consistency with state and federal policies and regulations.

The position's evaluation and modification of processes will take a continuous improvement approach to their review.

Responsible for budgeting, analyzing, maintaining and forecasting for multiple budgets, including that of the Motor pool, Garage, Lease vehicle Program, and the fueling operation.

Makes recommendations related to staffing, operational costs and effectiveness within each of these budgets.

Each of the aforementioned divisions within Fleet Services will report to this position and have operating expenditures, capital projects, and expenses associated with them.

This position will be responsible for monitoring these expenses to ensure they stay within budget.

Physical Requirements :

  • Lifting / moving up to 30 pounds often.
  • Lifting / moving more than 50 pounds rarely.
  • Repetitive and sustained bending at the waist, stooping, or squatting may occur during shifts, up to 5 minutes at a time.

Work Environment :

  • Outdoor Environment : Employees work outdoors and may not be protected from weather conditions.
  • Extreme Heat : Temperatures above 100 degrees for more than an hour.
  • Extreme Cold : Temperatures below 40 degrees for more than an hour.
  • Noise : There is sufficient noise to cause you to shout to be heard above the noise level.
  • Hazards : Includes a variety of physical conditions, such as proximity to moving vehicles or exposure to chemicals in work setting.

Minimum Qualifications

  • Bachelor's degree or equivalent advanced learning attained through professional level experience required.
  • Minimum of 7 years of related work experience, including 3 years of managerial experience, or equivalent combination of education and work experience.
  • Must have a valid driver’s license and ability to drive according to the University .
