JOB SUMMARY
Under general direction from the Program Supervisor, provide services and support relative to the various departmental and enterprise-wide application software systems in use by the City;
proactively identify and pursue opportunities to improve the value of the supported application systems through improved processes, training, security, and reporting.
ESSENTIALJOB FUNCTIONS :
1. Serve as the primary IT systems advisor on one ormore application systems; provides functional assistance to departmentalcustomers regarding the use of application systems;
participates in regularcommunication and consultation with application vendors to ensure the softwareis up-to-date with the latest available patches and updates, and coordinatesthe selection, testing, and implementation of all relevant application softwarepatches, updates, hot fixes, etc.
troubleshoot reported functionality issues,and develop plans and procedures for remediation of such issues.
2. Provide regular analytical and technicalassistance relative to the identification, development, implementation, andmaintenance of application software solutions for customer departmentalbusiness needs.
- 3. Regularly consult with IT Quality Assurance staffand departmental customers on the development, maintenance, and use ofapplication test plans and procedures;
- assist the IT Training staff with thedevelopment, maintenance, and regular use of training materials associated withone or more application systems;
identify weaknesses in customer understandingof supplied training materials, and assist the IT Trainer in the development ofadditional training courses and / or clips to mitigate the identified weaknesses.
4. Regularly develop and distribute communication materialsrelevant to the supported application systems; such materials would include,but not be limited to : FAQs, application "tips and tricks", upcomingsoftware version / patch management information, etc.
5. Coordinate and assist with the development,testing, and implementation of new custom production and / or ad hoc applicationsystem reports;
assist with customer training and support for new and existingcustom ad hoc reports; understand a customer’s reporting needs, and convertthem to technical specifications for the development of custom reports.
6. Fully analyze and document existing businessprocesses; identify and document proposed business process improvements.
MINIMUM QUALIFICATIONS :
Knowledge, Skills, and Abilities Required :
- Knowledge of computer hardware, software, and the use of systems.
- Knowledge of programming procedures and techniques
- Knowledge of computer languages and networks.
- Ability to communicate effectively with non-technical clients / customers, the public, and other City employees by oral and written means.
- Ability to recognize or identify the existence of problems and find solutions for same.
- Ability to operate a variety of office equipment including, but not limited to : PC, fax machine, typewriter, calculator, and copier.
- Ability to perform a variety of physical skills including, but not limited to : filing, holding, lifting, seeing, sitting, sorting, typing, and writing.
- Ability to receive detailed information through oral communication, and make fine discriminations in sound.
Qualifying Education and Experience :
- Bachelor's Degree in Computer Science, Management, Business, Mathematics or related field.
- Minimum of three (3) years experience in the management and administration of one or more application software systems.
- Or a combination of equivalent education and experience.
PREFERRED QUALIFICATIONS :
Knowledge, Skills, and Abilities :
- Experience with HCM, Benefits, or Compensation software administration (Workday experience heavily desired).
- Strong understanding of HCM, Benefits, or Compensation policies and processes.
- Experience in configuration and administration of Enterprise Software applications.
