The County of Ventura offers an attractive compensation and benefits package. In addition to the salary of approximately $59,705.

07 to $93,602.50 annually, an employee within this position will also be eligible for the following :

  • General Salary Increase - 3.5% effective December 22, 2024.
  • New Hire / Retention / Referral Incentive - New hires may be eligible for a one-time New Hire incentive up to 10% of the current annual base wage.
  • Merit Increases - New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1,040 hours (approximately 6 months) assuming work meets satisfactory standards.
  • Educational Incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate's degree.
  • Bilingual Incentive - Incumbents may also be eligible for bilingual Incentive depending upon operational needs and certification skills.
  • Flexible Workweek / Telework Schedule - We support work-life balance by offering compressed work (e.g., 9 / 80 work week) and remote hybrid telework schedules for most positions subject to organizational needs and satisfactory performance.
  • Sick Leave - Full-time regular employees accrue 3.08 hours of sick leave per pay period with an advance at hire of 40.

04 hours which will be balanced at the completion of 13 bi-weekly pay periods.

Vacation Accrual - New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service;

vacation accruals increase at 5, 11, 12, 13, 14, 15, and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.

  • Annual Leave Redemption - After 14,560 hours of continuous County service (equivalent to seven (7) years) an employee may elect to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.
  • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and / or the Section 457 Plan.
  • Health Plans - Full-time regular employees are afforded a flexible credit allowance for purchasing medical, dental, and / or vision insurance from a group of authorized plans.
  • Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.
  • Pension Plan - Participation in the County's defined benefit plan.
  • Holidays - 12 paid days per year which includes a scheduled floating holiday.
  • Additional Benefits - Tuition Reimbursement, Employee Assistance Program, Life Insurance, Wellness Program.

THE POSITION

Under immediate supervision (I), to general supervision (II), performs progressively complex professional planning work involving data collection and analysis, report preparation and public contact;

assists in zoning and / or planning programs; and performs related duties as required.

The ideal candidate will possess land-use planning experience. The candidate will be a reliable and detail-oriented individual who can identify and solve problems and can demonstrate strong written and oral communication skills.

The ideal candidate will have excellent customer service skills. In addition, the candidate must be able to review entitlement applications and conditions of approval, prepare staff reports, and other written documents, as well as understand and administer diverse ordinances, rules, and regulations.

DUTIES MAY INCLUDE :

  • Processes planning permits or compliance reviews, updates the Accela permit tracking system, researches permit history, defines problems and alternative solutions, works with applicants, and sets goals and timelines as part of the ongoing planning process.
  • Prepares written planning staff reports, CEQA environmental documents, conditions of approval, and policy recommendations for decision making bodies.
  • Researches, compiles, synthesizes, analyzes, interprets, and validates information and land-use data using associated computer software and databases to meet planning objectives.
  • Coordinates and / or negotiates with other individuals, developers, applicants, consultants, and other departments and agencies on technical or legal aspects of planning projects, some of which may be controversial or politically sensitive.
  • Provides general information to the public in response to questions about projects, planning programs, applicable ordinances, policies and procedures.
  • Makes oral presentations to governmental bodies that explain and clarify planning projects and staff report recommendations.
  • Reviews and interprets Planning ordinances, regulations, and land use policies.
  • Conducts field investigation of proposed project sites in order to have direct knowledge of the location or project under study.
  • Performs other related duties as assigned.

EDUCATION, TRAINING, and EXPERIENCE

Planner I : Some experience in land use planning which has led to the acquisition of the required knowledge, skills, and abilities.

The required knowledge, skills, and abilities can be obtained by completion of a Bachelor's degree in urban planning or a related field and one (1) or more years of progressively responsible planning experience.

Planner II : Considerable experience in land use planning which has led to the acquisition of the required knowledge, skills, and abilities.

The required knowledge, skills, and abilities can be obtained by completion of a Bachelor's degree in urban planning or a related field and two (2) or more years of progressively responsible planning experience.

NECESSARY SPECIAL REQUIREMENTS

Must be able to obtain and maintain a valid California driver license.

PHYSICAL DEMANDS

Work is performed primarily in an indoor environment, but regular on-site inspections are required, sometimes involving hazardous terrain.

Also requires occasional climbing, crouching, kneeling, balancing and keyboard entry.
