Position Information :

Reporting to UCR's Chief Information Officer (CIO), the Associate Chief Information Officer (CIO) for the School of Medicine (SOM) at UCR leads and executes SOM's strategic IT initiatives in alignment with UCR ITS goals.

Overseeing a team of IT professionals, this role delivers and implements a comprehensive range of IT products and services, including application services, infrastructure, networking, enterprise systems project management, information security, and data services.

The Associate CIO chairs committees to evaluate and select cost-efficient, advanced technologies and oversees IT security within the health setting.

In collaboration with the CMIO, the Associate CIO develops systems to meet the operational demands of clinical practice sites across a 220-mile region.

This role also manages innovative IT solutions that support the SOM's educational, research, and clinical missions.

The Associate CIO oversees technology services for the SOM, including network resources, classroom technology, standalone technology resources, and web-based resources.

They plan, develop, deploy, and maintain research technologies and services from the SOM, campus, cloud, or other UC Health locations.

They also provide leadership in planning, designing, developing, installing, and maintaining hardware and software services, including cloud and custom systems.

This requires understanding the systems and technologies used by medical schools and clinical enterprises, including platforms like the Medical Student Admissions System (AMP), New Innovations (Undergraduate & Graduate Medical Education), and Curriculum Management System.

The Associate CIO partners with the CMIO to oversee UCR Health EMR systems such as EPIC.

With strong change management and communication skills, the Associate CIO develops and implements IT policies and protocols.

They ensure structured roll-outs of new systems and applications, including training for faculty, staff, and students. The Associate CIO also directs risk assessments and implements strategies to address risks.

This position regularly interfaces with the SOM Senior Leadership team, UCR Health Leadership team, and ITS leadership team to ensure seamless collaboration and alignment with UCR's broader IT strategy.

The Associate CIO for SOM is a senior leadership role within both ITS and SOM, providing leadership, vision, strategy, and direction for all technology-related initiatives, aligning with UCR's central IT goals.

This position is classified as on-site.

Requirements :

Educational Requirements

  • Bachelors degree or equivalent combination of education and experience. Required
  • Advanced degree. Preferred

Experience Requirements

  • 10 - 15 years of related experience. Required
  • Previous supervisory / managerial experience. Preferred
  • Experience in assessing, designing and implementing technology solutions specific to medical operations, including managing the technical implications of HIPAA and related medical and student regulations and policies. Preferred
  • Typically 10 years or more of experience managing an Information technology organization. Preferred
  • Experience with Cloud Security, Cloud Computing Integration and Information Architecture, Web Services Security, and Healthcare IT Systems Preferred
  • Experience managing IT operations for clinical services Preferred
  • Extensive experience with health systems and technologies (e.g., EPIC, Nuance, Acuity, MS Fabric, Find Help, etc.) Preferred

Certification Requirements

  • Project Management Professional (PMP) Preferred
  • Certified Information Systems Security Professional (CISSP) Preferred
  • Certified Healthcare CIO (CHCIO) Preferred
  • Leadership training and certification (e.g., Educause, MOR, Gartner, IDC, etc.) Preferred

Minimum Requirements

  • Requires extensive and in-depth knowledge of Information Technology principles, theories, and concepts to manage functional area(s) and provide solutions.
  • Requires knowledge of policies and procedures and ability to determine a course of action based on these guidelines.
  • Requires the ability to change the thinking of, or gain acceptance from, others involving project work and initiatives.
  • Comprehensive knowledge of subject area and broad knowledge of all IT areas sufficient for strategic planning, technology assessment and direction.
  • Thorough knowledge of supervisory and leadership techniques in managing technical staff.
  • Experience in the management of ongoing technology infrastructure acquisition and expansion, to include the identification and integration of suitable emerging technologies.
  • Thorough knowledge of technical concepts and basic operating principles of data communications, computer hardware, vendor IT products, and software.
  • Ability to understand the process involved to adapt, integrate, and modify existing programs or vendor-supplied products for use within a large and complex technical environment.
  • Experienced in leading change management activities and managing their impact across multiple organizations across division, college or institutional boundaries.
  • Excellent oral and written communication skills, including the ability to effectively present technical topics to large groups and senior management with potentially varied levels of technical sophistication.

  • Clearly understands the needs and concerns of the user groups in the organization and applies knowledge to better meet those needs.
  • Demonstrated experience developing and analyzing corporate strategy.
  • Demonstrated experience with senior management planning and budgeting.

The ideal candidate has 10-15 years of progressive IT leadership experience, preferably within a medical school or healthcare environment, and a proven track record in managing IT operations for clinical services.

Strong expertise in cloud security, cloud computing integration, information architecture, web services security, and healthcare IT systems is essential.

An in-depth understanding of HIPAA and other relevant regulations is required. Demonstrated ability to lead diverse teams and develop strategic IT plans aligned with organizational goals is crucial.

An advanced degree in Information Technology, Computer Science, Health Informatics, or a related field is preferred, along with certifications such as CISSP, PMP, or CHCIO.

Key Responsibilities :

  • Oversees through subordinate managers the analysis of the needs of functional departments and helps to establish priorities for feasibility studies and systems design and implementation to develop new and / or modify information processing systems.
  • The Associate CIO oversees the safeguarding of student information and ensures adherence to FERPA regulations. They are responsible for developing and maintaining the IT infrastructure and supporting faculty research within the School of Medicine (SOM).

Additionally, in collaboration with the UCR Chief Information Security Officer (CISO), the Associate CIO manages the technology needs of the UCR Health clinical practice, addressing the complexities of protecting patient information in compliance with HIPAA and other relevant laws and regulations.

  • Planning and implementing critical services : Ensuring the availability of essential technology services across various practice sites.
  • Managing health technologies : Overseeing electronic health record systems and other health technologies across multiple systems and platforms.
  • Overseeing help desk services : Providing support for faculty, staff, and students.
  • Planning and implementing technology in the simulation lab : Meeting the educational and training needs of the SOM.
  • Manages the activities of Information Systems through several subordinate managers having overall responsibility for functional programs.
  • Leads a comprehensive range of technology initiatives for the School of Medicine (SOM). This includes managing network resources, classroom and event technology, stand-alone technology, and web-based resources.

They oversee the planning, development, deployment, and maintenance of research technologies and services, sourced from the SOM, campus, cloud, or other UC Health system locations.

Their expertise extends to leading the design, development, installation, and maintenance of hardware, software, and services, encompassing cloud, vendor, and custom-developed systems.

This requires a deep understanding of technologies used in medical schools and clinical enterprises, such as AMP, New Innovations, and curriculum management systems.

Collaborating with the CMIO, the associate CIO partners in overseeing UCR Health EMR systems like EPIC. They leverage strong change management and communication skills to lead the development and implementation of IT policies and protocols.

Working closely with SOM constituents, they ensure well-planned roll-outs of new systems and applications, complete with relevant training.

Additionally, they conduct ongoing risk assessments and implement strategies to mitigate those risks.

  • Establishes and assures adherence to budgets, schedules, work plans and performance requirements.
  • Coordinates with functional departments involved in system requirements, techniques, and controls.
  • Advises senior management on controversial situations, customer negotiations, or influencing and persuading other senior level managers.
  • As Associate CIO, provide strategic IT and health technology guidance to senior management, navigating complex negotiations and ensuring alignment with strategic initiatives.

Advise on compliance with FERPA and HIPAA, implement and maintain IT infrastructure to support research and clinical practice, and deploy critical services including Telehealth and electronic health records.

Align health technologies across systems and platforms, ensuring alignment with the School of Medicine's missions and UCR's IT strategy.

Provide insights on technology implementation in the simulation lab and oversee help desk services.

Assesses and optimizes technology use at the UCR School of Medicine (SOM), implements new solutions in coordination with UCR IT, and stays current through professional development.

Represents SOM and UCR IT within the academic medical community, including participation in AAMC groups and other groups within the UC Medical space as needed.

  • Implements strategic policies when selecting methods, techniques, and evaluation criteria for obtaining results.
  • Oversees completion of complex assignments requiring working knowledge of key business principles and practices.
