The Human Resources Manager HRM will serve a critical role for CTSCD, Inc. as the organization expands its services and footprint.
This position at CTSCD, Inc. will be responsible for carrying out all human resources responsibilities in all HR functional roles and applying CTSCD’s policies and practices.
The HRM is positioned to develop creative solutions for maintaining effective, accurate, and efficient applications for development of company recruitment, staffing, training, employment policies, benefits, and shall oversee solutions to inquiries or discrepancies within all HR.
The HRM will maintain employee confidence and protect employee data by ensuring information is secure and confidential. Education, Qualifications, Experience, and Skills
Bachelor's degree in human resources, business administration, or similar field required, from an accredited higher educational institution;
Master’s degree or MBA is preferred.
- PHR or SHRM-CP designations preferred and SPHR or SHRM-SCP a plus.
- 2 years' minimum of supervisory experience.
- 2-3 years’ experience in nonprofit organizations.
- 5+ years progressive experience in human resources, including benefits management.
- 2 years minimum experience working with HRISs and / or ATSs as a key administrator. Paylocity HRIS and EHR CareCloud are preferred training provided.
- Proficient in Microsoft 365 products, SharePoint, and virtual meeting platforms.
- Extensive knowledge and application of employment-related laws and regulations.
- Ability to act with integrity and professionalism and manage confidential information.
- Inquisitive, creative problem-solver, and conflict resolution skills.
- Advanced written and verbal communication skills; and proficiency in English.
- Organized and detail-oriented with the ability to be self-directed and motivated.
- Strong time management skills with a proven ability to meet deadlines.
- Extensive experience developing and maintaining a DEIB policy and culture.
Requirements :
Responsibilities and Duties :
- Develop Human Resources policies and procedures to ensure agency compliance and reduce regulatory concerns.
- Prepare reports for review and approval of the Board of Trustees (BOT) and implement as needed.
- Collaborate with senior management to address needs and opportunities for growth, hiring, benefits, policies and procedures.
- Oversee the recruitment processes for vacant roles, including job posting to relevant websites / organizations and email lists;
sourcing and screening; interviews; conducting reference and background checks; and onboarding of new employees.
Develop and manage on-boarding process : including orientation meetings, new hire documentation, background & drivers’ requirements per position;
and ensure compliance is maintained throughout hiring process.
- Implement and manage employee performance review process with managers. Including manager training in performance evaluations, goal setting and performance improvement and development plans.
- With leadership team, identify training and development needs within the organization. Implement a training management program to track and enhance employee skills, capabilities and maintain certifications.
Foster a culture of continues learning and development.
- Manage benefits administration & recordkeeping, including PTO balances and usage.
- Coordinate with brokers to research and present options for staff benefits including health and wellness insurance and other benefits.
- Coordinate with brokers on the selection, implementation, and maintenance of retirement plan.
- Develop policies and procedures to maintain compliance with all state and federal regulatory departments and to ensure appropriate and fair applications of such policies and procedures.
- Establish procedures for investigation, evaluation, and responses to alleged violations of CTSCD’s Code of Conduct, ethical, regulatory standards, rules, policies, and procedures.
- Ensure on going compliance with federal and state labor regulations.
- Conduct investigations; maintain records; and represent the organization at hearings when necessary.
- Coordinate actions to improve and maintain positive employee morale and engagement.
- Schedule regular all-staff meetings, including quarterly in-person gatherings.
- Establish and implement employee evaluation procedure, corrective action plans, salary adjustment review and implementation.
- Manage and mentor HR department employees.
- Serve as a point of contact for staff for all human resource topics.
- Coordinate off-boarding for staff leaving the organization, including exit interviews, collection of CTSCD, Inc. property, and transferring records / documents of their work appropriately, and Department of Labor reporting and coordination of investigations when required.
- Assist finance team with preparation of required documentation for audits and reporting state and federal entities.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management and employment law by participating in educational opportunities;
reading professional publications; maintaining personal networks; and participating in professional organizations.
