Job Title / Position : Chief Academic and Innovation Officer Department / School : Curriculum & Instruction

Primary Purpose :

Serves as overseer of the curriculum, acts as an instructional leader of the district, and the primary evaluator of curricular coordinator / director administrators.

Ensures the district / school educational objectives are aligned to state frameworks and to instructional practices that yield the highest standards of student achievement, instructional excellence, and community support in all subject areas.

Directs, plans, evaluates, and provides leadership for departmental areas including curriculum, instruction and intervention, special education, and student services.

Oversees the area executive directors in the support of principal development. Assists the Superintendent in all matters as defined by the Superintendent.

Minimum Qualifications (Experience / Education / Certification) :

  • Master’s degree in education, curriculum and instruction, educational leadership, educational administration, or equivalent;
  • valid Texas administrator’s certificate; five years of successful experience as a campus administrator or other relevant central administration leadership position(s);

three years successful teaching experience.

Major Responsibilities :

Supervise the effective and efficient implementation of the educational and instructional programs in compliance with local, state, and federal regulations and the provisions of the district's collective bargaining agreements.

Assess results of programs and address areas in need of improvement. Encourage and support innovation with staff in all areas supervised.

  • Facilitate the development of annual goals and action planning for the teaching and learning program.
  • Direct the development, implementation, evaluation, and revision of curriculum and instruction aligned with state frameworks, student and teacher performance objectives, curriculum standards and proficiencies in all subject areas;

assume responsibility for the implementation of approved programs. Coordinate and articulate curriculum among and between the grades.

Provide leadership in developing plans for instructional research; pilot studies for curriculum, instruction, and technology; and new courses of study.

  • Oversee the formulation, planning, and implementation of the professional development program for professional staff (teachers and administrators).
  • Work with administrators in the evaluation of instructional materials, including textbooks, digital resources, library / media acquisitions, and other instructional materials.
  • Facilitate the district site-based decision making process (DAAC District Academic Advisory Council), including : securing membership, setting agendas and facilitating meetings, conducting and reporting bi-annual evaluation and report to the Board of Trustees;
  • chair the District Plan DAAC sub-committee; ensure dissemination of DAAC information on web; coordinate the District Plan process and document and present to Board of Trustees;
  • coordinate and monitor the Campus Plan process and document and present to Board of Trustees; develop the Annual Report on Student Performance and disseminate to appropriate entities;

facilitate the establishment of department goals and objectives.

Monitor district accountability results at the state and federal levels (TAPR and AYP); direct principals regarding state and federal requirements regarding accountability systems, including AEIS, public hearings, dissemination of parent information, communication to community, etc.

ensure the district’s adherence to accountability requirements (i.e. TAPR / rating Public Hearing); oversee monitoring of PBMAS (Performance-Based Monitoring Analysis System).

  • Oversee development of policy and administrative procedures related to teaching and learning, student instruction and campus operations, including : grading policies, student handbook, scheduling, etc.
  • Oversee all aspects of the district’s instructional delivery program; including regular education, special education, gifted and talented education, special programs, 504, and student instructional interventions.
  • Ensure that curriculum management and professional learning programs include long- and short-range planning and are responsive to national, state, and local initiatives.

Oversee the planning and delivery of all state and federally funded compensatory education services.

Work with campus leadership and curriculum staff to develop plans for assessing and monitoring the progress of all students.

Coordinate and articulate assessment among and between grades.

  • Create and monitor the system to maintain individual student records and reports of pupil progress.
  • Assist in the creation of all reports, records, and other paperwork as required by the School Committee, the State Department of Education, and the Federal Government, or paperwork that may be appropriate to the district's administration.
  • Keep the Superintendent informed and work cooperatively with all other administrators in school and district-related matters.

Promote and assist in the coordination of effective communication among all stakeholders.

Supervise, manage, and evaluate assigned staff in compliance with local, state, and federal law and the policies and procedures of the school district.

Develop and direct the orientation and induction program for new staff members, including assigning mentors.

Assist in the development of budgets including staffing needs, instructional materials and resources, and provision for the activities of the district.

Coordinate the preparation of department and program budget requests through the improvement planning process. Seek, develop, monitor, and maintain Federal and competitive grant budgets.

Work cooperatively with colleagues within the district and from other school districts. Seek talent and support from the community to further the educational goals of the district.

Collaborate and work as a greater team member and encourage others to do so as well.

Serve on district committees, participate in district activities, and represent the district as warranted, or as directed by the Superintendent.

Act as a servant leader seeking to serve the needs of others. Develop and maintain good relations with the school community.

  • Follow Educator Code of Conduct & all policies, procedures, laws and State / Federal regulations.
  • Perform other duties as assigned.

Special Knowledge / Skills :

Knowledge of educational philosophy, law, educational research, methods and techniques of instruction, curriculum, staff development, current educational issues, policies and procedures of district, state, and federal government.

Skill in mediation and facilitation of group and / or individual problem resolution.

Skill in leading efforts to design, implement, measure and improve programs and services.

Skill in implementing communication and collaboration between and among various areas of an organization to enhance service delivery, program development and customer satisfaction.

Ability to plan effectively, organize, implement, and evaluate plans for instructional and staff development improvement.

Ability to formulate ideas and communicate effectively.

Ability to efficiently and effectively manage available resources.

Supervisory Responsibilities :

Supervise and evaluate the performance of assigned staff.

Working Conditions (Mental Demands / Physical Demands / Environmental Demands) :

Maintain emotional control under stress. Work with frequent interruptions. Frequent district travel and occasional out of district travel.

Frequent prolonged and irregular hours.
