TYPE OF APPOINTMENT ISSUED : This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment.
Probationary service credit and tenure are not granted for temporary appointments.
A WRITTEN EXAMINATION / ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Under the general supervision of the Public Works Administrator of the Facilities Development Branch, the Facilities Planner II :
Plans, assesses, scopes, prioritizes and budgets OLDCC federal capital improvements grant program requests for the DOE.
Collaborates with OLDCC, military installations, complex and school leadership, and FDB planners to identify and assess facilities needs in order to create the DOE's proposals for addressing the capacity and / or condition issues for the identified PSMI schools.
Responds to questions regarding grant proposals from the OLDCC, develops the in-depth design and construction grant applications based on the accepted proposals.
Advises school(s), complex area, district, Departmental personnel and applicable offices, including within OFO and FDB, on matters regarding scope, design, review and implementation of the federal grant school construction program to ensure compliance with the grant requirements;
Educational Specifications and FADS; and policies and other directions issued by the Governor, Board of Education, Superintendent of Education, and OLDCC.
Assists in evaluating new and old facilities to check the relevance of present specifications to program needs and provide recommendations to update facilities to present standards, including architectural and / or engineering technical support for federal grant projects to school, complex and state-level staff.
Formulates the CIP budget request for the PSMI federal grant projects. As part of the grant proposal process, provides budget justifications for both the state CIP requests and the federal matching funds requests to FDB Planning Section for inclusion in the Department's CIP budget requests.
Prepares documentation for Board of Education submittal for consideration and approval before transmittal to the Department of Budget and Finance for legislative consideration and approval.
Once appropriations are made by the Legislature, prepares, processes and manages all allotment requests and lump sum funding for project implementation by FDB.
- Researches and reviews new and innovative concepts in the design of school facilities, including sustainability features, to meet State level and OLDCC energy and sustainability goals by studying facilities programs of other school districts, current literature on green schools and best practices, and through contact or conferences with consultants, military installation representatives, school and state level personnel, and other State and County agencies.
- Consults with sales representatives of building materials and supplies and / or furniture and equipment to keep abreast of the latest developments in these areas.
Interprets architectural specification standards for DOE consideration and guidance to maximize value for the federal grant program projects.
- Evaluates federal grant program projects at key stages of design, construction and post occupancy to document best practices, quality of materials, and user satisfaction to inform future projects.
- Performs other related duties as assigned.
Education : Graduation from an accredited college or university with a bachelor's degree in architecture or engineering.
Experience : Four (4) years of responsible professional work experience in facilities planning of which one (1) year shall have been in an education program, agency or system;
Combined Education and Experience : An equivalent combination of education and experience may be acceptable, as determined by the Department.
Substitutions can be considered for the requirement of experience in an education program, agency or system.
Knowledge : Basic architectural design; materials and methods of construction; construction management; expository and business writing;
statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
- Desired Knowledge : CIP budgeting and execution in the State of Hawaii; principles and practices of architecture or engineering and construction practices in order to determine the acceptability of consultant or contractor’s work and / or to develop plans meeting professional standards;
- laws, rules, regulations and procedures relating to public procurement and as applicable to the Department; federal, state, and local permit and statutory requirements;
personal computers and related software applications for word processing, spreadsheets, database, scheduling, and accessing the internet.
- Ability to : Provide a variety of staff services in facilities planning including review for adequacy, developing concepts and guidelines, and monitoring construction;
- maintain awareness of national developments in school design and construction; communicate effectively with others both orally and in writing;
operate computer and other business machines.
- Desired Ability to : Operate in a very dynamic and progressive field where changes are constantly occurring; keep abreast with changes such as new materials and methods, technological changes, environment and health concerns such as asbestos, lead and mercury paint, underground storage leakage mitigation, and energy conservation;
- correlate extensive technical background of experience in architectural or engineering theories and practices; work with a variety of individuals, occasionally dealing with difficult or challenging issues;
set scope, budget and delivery schedules, analyze risk factors (price, design capability, construction capability, design errors, user problems, time frames, etc.
- apply project software and methodology; monitor and interpret project cost information for decision-making and presentations to arrive at a reasonable scope, budget, and time schedule;
- conduct in-depth analytical, computational, organizational, and time management skills to handle various projects; remain flexible in a demanding work environment and adapt to rapidly changing priorities, work beyond normal work hours when required;
conceptualize new ideas quickly.
SALARY RANGE : EOSR-7, $110,136 to $155,904.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $110,136.
WORK YEAR AND BENEFITS : This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
