Job Description and Duties

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

This position is entitled to a $250.00 pay differential per month based on Bargaining Unit and / or work location. Are you interested in meaningful and challenging work to protect and restore environmental water quality in the San Francisco Bay Region?

The San Francisco Bay Regional Water Quality Control Board has an opening for a full-time Water Resource Control Engineer in the Agricultural Lands Program Section.

The position is located at 1515 Clay Street, Suite 1400, Oakland, CA 94612.

Duties :

Under the close supervision of a Senior Environmental Scientist (Supervisory), and as a member of the Agricultural Lands Program team, the incumbent will : 1) develop an amendment to the San Francisco Bay Basin Plan to adopt Tribal Beneficial Uses;

2) serve as the Regional Board’s Tribal Affairs Liaison and oversee its Tribal Affairs Program; and 3) develop and implement projects to evaluate and restore water quality.

The Planning and TMDL Division : (1) develops and implements water quality plans for pollutants impairing waters in the Region;

2) develops, reviews, and revises policies to address climate change impacts on water quality; and (3) develops projects to update and maintain the Water Quality Control Plan for the San Francisco Bay Basin (Basin Plan).

The incumbent will act as a lead for high-priority projects on water quality plans and amendments to the Basin Plan.

The incumbent will lead the Regional Water Board’s Tribal Affairs Program and will be the Tribal Coordinator. Tribal Coordinator’s main role is to lead our engagement with California Native American Tribes and support all Regional Water Board staff as we seek meaningful input into the development of legislation, regulations, rules, and policies on matters that may affect tribal communities.

The Tribal Affairs Liaison is a familiar face to the tribal community in each region and is the point of contact for all tribal engagement.

The incumbent will lead all work on adopting and designating Tribal Beneficial Uses (TBUs) into the San Francisco Bay Basin Plan which is a priority project for the Regional Water Board.

The Tribal Tradition and Culture Beneficial Use help protect activities specific to Native American Cultures and their historic uses of California’s waters, including practices not covered by existing beneficial uses.

Tribal Subsistence Fishing and Subsistence Fishing Beneficial Uses, relate to the risks to human health from the consumption of noncommercial fish or shellfish for sustenance.

The incumbent will use engineering skills to develop and implement projects to evaluate and resolve cases of water quality degradation through development of Total Maximum Daily Load projects (TMDLs) or TMDL alternatives.

  • One such project is the revision of the San Francisco Bay Polychlorinated Biphenyls (PCBs) TMDL. The incumbent will : (1) collect and assimilate information related to PCBs in the San Francisco Bay;
  • 2) work with the San Francisco Estuary Institute and technical experts to develop watershed models and to collect data pertaining to the fate and transport of PCBs;

3) apply engineering skills to analyze sources and loadings of PCBs; and (4) update the PCB TMDL to attain water quality objectives.

Consistent with good customer service practices and the goals of the State and Regional Board’s Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal / external customers, follow through on commitments, and to solicit and consider internal / external customer input when completing work assignments.

Salary information CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, 599.673) of a classification.
