U.S. Data Security ( USDS ) is a standalone entity of TikTok in the U.S. This new security-first division was created to bring heightened focus and governance to our data protection policies and content assurance protocols to keep U.

The teams within USDS that deliver on this commitment daily span Trust & Safety, Security & Privacy, Engineering, User & Product Ops, Corporate Functions and more.

The security engineering team is responsible for the reliability of the custom developed security tool used by various security teams.

As a direct report to the Head of Security Engineering, you will be responsible for overseeing all of the project and program management related to this team.

The USDS Security Engineering is responsible for ensuring the reliability and high availability of :

• Authentication and Authorization services powering TikTok USDS service to service communications.
• Services critical to the protection and safety of TikTok and US user data.

We are looking for a flexible, innovative, and results-oriented Technical Program Manager (TPM) to drive projects forward.

The successful candidate will have demonstrated problem solving skills, strong business judgment, and experience working with multiple teams delivering large programs and services.

Has proven track record of delivering results by executing both strategically and tactically, technical background, a passion for security and privacy of our users.

Project Management

• Run project management for all tasks and teams to ensure timely delivery of projects and adherence to governance structure.
• Define goals and objectives, implement structure, gain clarity for unstructured problems, and drive tasks and projects to completion.
• Anticipate bottlenecks, remove blockers, handle escalations with a risk and data driven approach. Be comfortable making decisions and assessing trade-offs to balance business needs against technical constraints.
• Communicate effectively at multiple levels, translate technical jargon for leadership consumption, build trust across the organization, and demonstrate discretion while executing sensitive projects.
• Collect inputs from business, security, engineering teams, and other stakeholders to build project plans and roadmap to deliver desired security outcomes.
• Translating documents and content from Mandarin to English.

Program Management

• Assist with the RFP process : gathering requirements, conducting demos, comparing vendors, co-ordinating setup of infrastructure and pre-requirements, deploying tools and technology.
• Gather operational data and metrics to refine processes, improve delivery timelines, identify areas of improvement and drive maturity.

In order to enhance collaboration and cross-functional partnerships, among other things, at this time, our organization follows a hybrid work schedule that requires employees to work in the office 3 days a week, or as directed by their manager / department.

We regularly review our hybrid work model, and the specific requirements may change at any time.

Qualifications

• Well versed in agile practices like scrum project management framework.
• Information security and management certification i.e. CISSP.
• Bilingual in English and Mandarin.
• Excellent verbal and written communication skills and the ability to influence outcomes without authority. Ability to communicate technical concepts to a broad range of technical and non-technical staff.
• Strong attention to detail, ability to prioritize and balance tasks vs risks in ambiguous and complex situations.
• Demonstrated teamwork and collaboration skills with cross-functional local and global teams.
• Highly motivated to contribute, flexible when faced with changing requirements, patient with delays and empathetic towards others.
• Demonstrates efficiency in setting organizational direction, time management, problem-solving skills, prioritization of tasks and goal setting for team members.
• Fundamental knowledge of security technologies and distributed data services.
• Possess a high degree of integrity, be trustworthy, and have the ability to lead and inspire change.

Job Information :

For Pay Transparency Compensation Description (annually)

The base salary range for this position in the selected city is $118800 - $196000 annually.

Compensation may vary outside of this range depending on a number of factors, including a candidate’s qualifications, skills, competencies and experience, and location.

Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses / incentives, and restricted stock units.
