Job Requirements :
The Financial Systems Team at CPA is seeking a highly skilled and motivated Developer to join our Information Technology team.
The successful candidate will play a key role in designing, developing, and maintaining applications contributing to the Statewide Financial Systems team under the guidance of the Fiscal Management division.
The primary responsibility for this role is to develop and implement advanced solutions in alignment with CPA’s standards, guidelines, and design documentation.
The candidate will perform coding, testing, debugging, and provide high-quality solutions for large-scale enterprise systems.
The successful candidate will collaborate with both technical and non-technical staff to ensure seamless coordination of changes prepare test data, troubleshoot issues, and ensure systems meet availability and performance requirements.
Strong technical proficiency and problem-solving skills are essential for this role.
CPA will require the Candidate to work on the following initiatives and will perform advanced analysis / programming tasks such as :
- Participating in all phases of Software Development Life Cycle, including design, software development and code review.
- Performing extensive code reviews and analysis.
- Writing reports on code analysis to determine if industry standards and best practices are being followed; provide analysis to address found short comings.
- Providing guidance and knowledge sharing to existing development staff.
- Perform other duties as assigned
Skillsets and Prerequisites :
- Experience making code changes in accordance with standards, guidelines, and design documents provided.
- Experience coordinating the testing, debugging, and preparing of test data and interacting with technical and non-technical staff in the coordination of changes
- Professional experience in software development building production software systems
- Experience with IBM Enterprise COBOL for z / OS
- Experience with IBM DB2 for z / OS
- Experience with MVS / JCL
- Experience with data integration and data quality
- Experience with Software AG's NATURAL
- Experience with highly complex application security requirements
- Experience with any of the Texas CPA Statewide Financial Systems : USAS, USPS, SPRS, TINS, HRIS and SPA.
- Experience with Agile development experience with Scrum, Kanban, Jira, and Confluence
- Proficient with the Microsoft Office products , including Outlook, TEAMS, Microsoft Project, Word, Visio, Excel, PowerPoint
- Experience with CICS Web Services
- Experience with CONTROL-M for z / OS
- Public sector experience (Federal, State or Local Government)
- Experience designing and implementing secure RESTful web services.
- Experience with : code reviews and in-depth code analysis and completing system documentation.
- Experience in developing and implementing containerized web applications in cloud with high proficiency in one or more languages from our stack (REACT JS, Node JS , Python,JavaScript, JQuery, HTML, CSS etc.)
- Hands-on experience in Core AWS Services like CloudFront, EC2, CloudFormation, Lamda, S3, Route53, AWS CDK,SNS & SQS
- Experience building apps using Python, React JS, NodeJS , webservices, writing RESTFul interfaces
- Experience designing and implementing secure RESTful web services
- Experience designing and implementing secure RESTful web services
- Experience with Agile teams that have iteratively and incrementally delivered software while practicing code review.
- Experience with Java programming language
- Experience with coaching, mentoring and knowledge transfer to junior level software developers and other personnel as required
