Job Description and Duties

Under the direction of the Staff Services Manager II, Budget and Economic Analysis Section, the Research Data Supervisor I (RDS I) manages research staff working on a broad range of issues related to the Department of Resources, Recycling and Recovery (CalRecycle) programs.

The position advises and makes recommendations to the SSM II and Staff Services Manager III (SSM III) over the Fiscal Operations Branch to present to executive management on complex and sensitive projects both regularly scheduled reporting and time-sensitive ad hoc analyses.

The incumbent may be required to present recommendations to executive management upon approval of the SSM III and SSM II.

The incumbent plans, organizes and directs the activities of the Economic Analysis Unit, including development of effective displays and interpretation of data, and presenting recommendations, findings, and reports to internal stakeholders.

  • The RDS I works closely with the Branch Chief, Section Chief and Deputy Director to prioritize and carry out research projects;
  • support the analysts regarding the resources needed to conduct research; present the deliverables to Section and Branch Chiefs, staff of other units, executive staff and community stakeholders;

and monitor and improve data quality. The RDS I is responsible for creating innovative methodologies which are data-dependent and analytically robust to inform policymakers, improve transparency and assist CalRecycle to achieve its mission.

The incumbent manages the staff of the Unit to build appropriate research capacity for CalRecycle, leads CalRecycle teams involved with the statewide functions of complex and comprehensive research projects, and actively participates in the Department’s data management strategy.

This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and / or future program need.

Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense.
