JOB SUMMARY
Responsible for the short-line street markings related to traffic management and pedestrian flow throughout the City.
ESSENTIAL JOB FUNCTIONS :
1. Ability to operate and maintain a short-line markings truck, trailer and lay-down equipment including hand tools and traffic control devices.
2. Ability to train, plan, organize, direct, and lead Field Operations Specialist in the installation and maintenance of short-line markings.
3. Ability to understand and interpret the Texas Department of Transportation (TxDOT), Texas Manual on Uniform Traffic Control Devices (TxMUTCD), and Texas A&M Engineering Extension Service (TEEX) rules, regulations, plans, and guidelines;
set up work zone and place and utilize all related safety devices per code and / or design.
4. Ability to service, clean and maintain equipment, perform walk-around inspections, make minor repairs and service fluids, fill out equipment log-book, and maintain tools and equipment per manufacturer's specifications and guidelines.
5. Ability to operate required trucks and vehicles for emergency operations response including dump trucks, sanders, emergency response trailer, salt brine spreaders, snowplows, temporary stop signs, generators, chain saws and miscellaneous hand tools.
OTHER JOB FUNCTIONS :
6. Ability to be trained and perform other duties as needed or assigned.
7. Ability to train and lead Field Operations Specialists in the installation of pavement markings.
MINIMUM QUALIFICATIONS :
Knowledge, Skills & Abilities Required :
- Knowledge of operations, maintenance, and repairs of markings maintenance and installation service vehicles, lay-down equipment, related hand tools and additional small equipment.
- Knowledge of industry related hazards.
- Knowledge of TxDOT safety rules and guidelines.
- Knowledge of Texas Manual of Uniform Traffic Control Devices (TxMUTCD) and TEEX guidelines.
- Knowledge of International Municipal Signal Association (IMSA) guidelines for construction, installation, repair, and modification of traffic signage and markings.
- Ability to maintain Confined Space Certification Training - portray role of Competent Person for assessment of potential hazards and monitoring of air quality during confined space entry.
- Skill in performing physical activities relating to standard methods of maintenance, repairs and installation of markings infrastructure.
- Skill in safely operating light equipment necessary to complete markings installation and traffic related tasks / duties.
- Skill in effectively communicating orally and in writing with citizens and staff.
- Skill in maintaining accurate records and reports.
- Ability to operate a commercial motorized vehicle and specialized equipment.
- Ability to learn emergency response SOP's.
- Ability to understand specialized work management systems including CarteGraph software products.
- Ability to learn safety practices including division standard operating procedures (SOP's), job safety analysis (JSAs) and manufacturer safety data sheets (MSDs).
- Ability to tolerate noise, rough movement and other discomforts created by equipment.
- Ability to operate a communications radio, personal computer, calculator and copy machine.
- Ability to read and interpret plans, specifications, maps, diagrams and / or written instructions.
- Incumbent is subject to mechanical and chemical hazards, fumes, odors and dust mites.
- Ability to lift 75 lbs on a repetitive basis.
- Work environment varies and might involve exposure to situations that require the use of personal protective equipment.
- Periodically work involves exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, and / or loud noises.
Qualifying Education and Experience :
High school diploma or FED plus two years experience in a related environment. International Municipal Signal Association (IMSA) Signs & Markings Level one (1) required and IMSA Signs & Markings level 2 preferred or ability to obtain within one (1) year of employment.
Confined Space Certification. Valid Texas Operator's License, Class C. Ability to obtain Texas Commercial License, Class A, within six (6) months of employment.
Must successfully complete pre-employment screens which includes criminal background check, health / physical exam, drug and alcohol test, and motor vehicle record review.
