Hybrid Work Schedules :

Five (5) days a week schedule between 8 am-5 pm

Work is in the office three (3) days a week in our modern campus at 49 South Van Ness, San Francisco CA, and two (2) days a week remotely

Talent Acquisition and Classification Team :

The San Francisco Public Works’ Human Resources Talent Acquisition and Classification team performs responsible work in the establishment of qualifications for civil service positions, as well as in the development, validation, rating and administration of competitive civil service examinations, and certification of lists of eligible applicants.

We collaborate with internal and external partners in developing modernized, equitable civil service exams for competitive class titles by working with Subject Matter Experts (SMEs) to conduct in-depth job analyses.

The critical job analyses are used to develop rating guides and questions that may appear on civil service examinations and are used to determine candidate eligibility on distinct lists for the respective civil service title.

Public Works currently has a vacancy for a Senior Human Resources Analyst (1244) within the Human Resources division.

Job Description

In this position, you will perform complex and challenging human resources work and may supervise journey-level analysts or clerical staff within our exciting, new HR department.

In this role, you will contribute to our work of innovating and reimagining our HR processes to reach our department’s operational and racial equity goals.

Important and Essential Duties :

  • Performing job analyses, examination development, statistical analyses, and examination administration.
  • Writing valid and reliable test items, including multiple-choice exams, supplemental questionnaires, written and oral exams and other testing instruments.
  • Develop and post announcements of civil service exams and job advertisements using an applicant tracking system, social media, and various resources to reach potential candidates.
  • Sourcing, reviewing and evaluating the necessary qualifications of applicants to develop a viable group of candidates.
  • Regularly communicate with and respond to inquiries from departmental representatives, labor organizations, managers, employees, applicants, other agencies, and the public.
  • Leading and participating in the preparation, coordination and administration of exams from start to finish.
  • Complying with, interpreting, explaining and upholding applicable policies, methods and procedures relating to personnel administrative matters.
  • Supervise the work of Human Resources Analyst(s) and other administrative staff.

Classification :

Conducting employment analyses concerning the duties, responsibilities and qualifications of positions in other jurisdictions as needed.

Conducting field and desk audits as assigned.

  • Make recommendations to Minimum Qualifications to minimize barriers to employment and advancement and clarify the requirements for candidates based on application data.
  • Consult with supervisors, managers, and other subject matter experts to update job functions and qualifications to prepare summary reports of findings and recommendations.

Organizational Strategic Planning :

  • Review vacant positions to determine the appropriate civil service job classification and level to perform the necessary work.
  • Review organization structures and associated Minimum Qualifications to ensure opportunities for promotion exist within the various divisions, bureaus, and teams.

Qualifications

Minimum Qualifications :

Education :

Possession of a baccalaureate degree from an accredited college or university.

Experience :

  • Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity : recruitment and selection;
  • classification and compensation; employee and / or labor relations; benefits administration; human resources operations;

diversity, equity, and inclusion; and personnel training.

Substitution :

Education Substitution - Additional qualifying work experience as a professional human resources analyst may be substituted for up to two years of the required education on a year-for-year basis (30 semester / 45 quarter units equals one year).

Experience Substitution - Completion of a 12-month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Pro-gram may substitute for one (1) year of required professional experience.

Experience Substitution - Possession of a Juris Doctorate () or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical / School / Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience.

Notes :

One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week).

Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications : The stated desirable qualifications may be used to identify candidates advancing to the interview process and / or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Experience formulating recommendations and drafting justifications after analyzing information from various sources.
  • Experience handling sensitive information while maintaining strict confidentiality.
  • Experience developing and administering employment examinations and assessments.
  • Ability to make comprehensive and unbiased evaluations with given information.
  • Experience interpreting, carrying out, and explaining complex laws, policies and procedures.
  • Ability to exercise sound judgment and make decisions independently within general guidelines.
  • Ability to discuss the essential role of racial equity and inclusion initiatives in organizations.
