Qualifications :
Maintain a high level of confidentiality, be organized and self-motivated, have excellent interpersonal skills be able to handle several projects at one time, and perform duties with minimum supervision and direction.
Technical skill requirements include the use of Microsoft Office Suite and database management tools.
Bachelor's degree in human resources or related field or equivalent work experience in human resources required. Experience working in the field of education preferred.
Reports To and Evaluated By :
The Human Resources Manager reports directly to and is evaluated by the Director of Human Resources, works cooperatively with administrators, administrative office staff members and with other district personnel to perform job responsibilities as outlined.
Supervises and Evaluates :
Human Resources Clerk and District-wide attendance function.
Principal Function :
The Human Resources Manager performs work of a technical nature; has a thorough knowledge of office management, organization, routine functions and policies;
and is able to carry out duties with a minimum of supervision.
Essential Duties and Responsibilities* :
- Prepare Confidential / formal / routine correspondence, agendas, reports, notices, and recommendations.
- Prepare Human Resource agenda items for the Board of School Directors meetings and notification to employees regarding Board action.
- Implement and maintain software systems for Applicant Tracking, Records Management, Evaluation, Training, Timekeeping, and the Human Resources sections of the WSD website.
- Enter payroll updates including new hires, employee transfers, changes in job classification, terminations, and changes to pay rates and deductions, and other related employment matters into Efinance and Infinite Campus databases.
- Oversee and approve the bi-weekly payroll process, preparing payroll calculations for all new and terminated employees.
- Work closely with the Director of Human Resources to coordinate the payroll adjustments for employees leaving or returning from leave of absences.
- Complete HR fiscal year end processes including payouts for unused benefit days for Act 93 / WASA, Professional, and Support Staff as per current bargaining agreement for each class.
- Update new benefit banks in Frontline for Professionals, Administrators and 12-month Support Staff.
- Process fiscal year salary increases for Act 93 / WASA, Cabinet, Professional and Support Staff classes as per collective bargaining agreement.
- In collaboration with the Payroll Clerk, manage employee data in the PSERS database.
- Compile Cognos Reports as requested for HR data collection.
- Track, follow-up, maintain and validate Teacher Certification. Process / approve Certification Level I to Level II, Add-on Certification and Emergency Permits through PDE TIMS system.
Make certain that all teachers / administrators have the proper credentials to teach the subject matter that they are assigned to.
- Prepare and distribute employment vacancy announcements via e-mail. Assist as needed to update employment postings in TalentEd.
- Compile and prepare the Professional and Support Personnel Reports for the Pennsylvania Department of Education Act 48, PIMS, EEO-5 State Report, PDE Teacher and Principal Survey, PSBA Public School Basic Personnel reports.
- Prepare and distribute the annual Professional and Support Staff Seniority List.
- Prepare Measurable Time for Benefits for Transportation Employees.
- Maintain confidential file on Transportation / Building and Grounds employees' Drug / Alcohol testing data and maintain DSI testing site system.
- Prepare the semi-annual Certificated Staff Demography Report in January / June.
- Prepare and distribute the Professional Staffing List; maintain the staffing board, track teachers on leave and those covering for them.
- Order gifts for retiring personnel, compose a profile to be presented at the Board of School Directors meeting, and plan annual retirement recognition.
- Prepare Professional new hire data for Induction and supply Curriculum office with data.
- Prepare the PGS (Professional Growth Strand) in May for the upcoming school year.
- Review and prepare Professional Employee Tenure List for presentation to the Board of School Directors and prepare PE Contracts for distribution.
- Enter budget data for the Human Resources Department.
- Prepare annual salary notifications to Professional Staff.
- Coordinate student teacher placements with colleges and universities
- Answer routine questions of Administrators and staff concerning Human Resource matters.
- Perform other duties, consistent with the position, as may be assigned by the Director of Human Resources
