Who we are looking for
State Street seeks to recruit a Head of First Line Technology Risk Management to significantly uplift the technology first line risk and controls function the operating model will enable the controls assurance to continuously improve technology risk management processes, rationalize and simplify controls, drive control quality and sustain effectiveness.
The candidate should have experience in understanding of risk management, controls and process based management in a regulated environment, experience in managing large scale transformation programs, as well as governance and execution.
This leader will have a broad range of responsibilities to oversee senior risk leaders that consult and advise technology leaders across the GTS organization as well as more broadly in CRD, Global Link and Global Advisors to help provide broader risk posture for State Street’s technology processes overall.
This role will report into CIO International, Head of Technology Transformation, Risk and Governance and have a dual line into the CAO
Due to the role requirements this job needs to be performed primarily in the office with some flex work opportunities available.
This role will be primarily based in London, UK. Will consider candidates based in North America, EMEA and APAC locations.
Internal associates will be considered for this role.
What you will be responsible for
As the Head of First Line Technology Risk Management, you will
- Set up and manage this overall organization with a focus on uplifting the risk and control posture of the broader GTS organization
- Will work closely with second line and third line leaders with a dual line into the CAO organization and act as a key member of the broader organizational risk community
- Within each tower’ there will be an aligned Risk and Control Manager who will be accountable for understanding, assessing and driving the policy compliance, standards, processes, controls and issues for their respective function within Technology;
these RCMs (or Risk Executives) will have a dual line into the leaders they support with direct responsibility to this leader
- CRD, GlobalLink, Global Advisors technology will align into the towers and will be subject to the enterprise governance
- Will also manage the other centralized functions that will support the GTS (Global Technology Services) organization such as control design testing and automation, issue resolution, process optimization, standard setting, policy implementation and adherence

- Strong project planning skills and expertise in large, complex program management, across multiple work-streams; releases and complex data migrations
- An extensive background in executing change; understanding of the regulatory landscape and emerging themes
- Capability to initiate, plan, execute, monitor, control and close on multiple cross-organizational projects concurrently, working with multiple project teams;
releases with extensive release management techniques
- Own reporting requirements to global executives and committees, chair of the appropriate governance forums, including frequent ad hoc, short notice, and tailored reporting demands including those to our global regulators Information
- Ability to manage challenging stakeholders, delivery of difficult messages and pro-actively managing effective communication
- Lead and influence global cross-functional teams whose priorities may not always align to the assigned project and reach a shared understanding to ensure progress is maintained
- Exceptional communication skills and relationship management capabilities, able to communicate with all levels of the organization effectively and across Operations and Technology subject matter experts
- Demonstrated resiliency and track record of leading high profile and high pressure programs; passion for finding better ways of working and comfortable challenging even those more senior
- Able to define and embed an effective risk and control environment, supporting the implementation of robust standards;
processes and controls across the function in response to the program of work
Collaborate with second and third line to manage and report on processes; including a significant need to ensure their requirements are understood and managed through the lifecycle of the project
Education & Preferred Qualifications
- Minimum of 10+ years of related experience within the financial services industry including time spent managing in an executive capacity
- Demonstrated experience managing complex transformation / remediation programs.
- Relevant regulated financial service expertise, with an understanding of challenges of running a large-scale Technology transformation program
- Strong understanding of process-based business management and risk and controls
- Managed cross-border teams based over multiple locations, additional points for experience with strong connectivity to the regulators
- Extensive experience in managing large, complex third parties, who are critical to the success of the program
- Bachelors / Master’s degree in Computer Science, Engineering or related technical field or relevant work experience
- Experience with US regulations as well as a strong working level of knowledge of European and Asia Pacific regulations.
- Masters level technology and / or business qualification is preferred
Additional requirements
Travel up to 25% may be required
Comfortable representing State Street to external partners and industry bodies where appropriate.
Experience operating in a highly regulated environment, ideally a large financial institution.
