Position Overview
This position is responsible for planning, organizing, directing, and executing department-wide procurement programs for supply service acquisitions.
This position performs special studies to report management information for fiscal planning and procurement methodology decisions.
Essential Functions
- Administers and executes supplies and services contracts that are timely and cost-effective in accordance with the Illinois Procurement Code and related rules.
- Prepares, processes, coordinates, and manages procurements in BidBuy.
- Creates bid documents, solicits bids through small purchase and formal procurement processes, conducts bid openings, and recommends award.
- Maintains a schedule of service contracts.
- Implements policies and procedures for procurements of the BEP, DBE Program, SBSA Program, and VBP to ensure compliance.
- Performs special studies to report management information for fiscal planning and procurement trends.
- Serves as an agency liaison with the Illinois Office of the Comptroller and CMS with respect to purchasing.
- Acts as a procurement liaison with departmental offices and CMS.
- Performs all duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
Completion of a bachelor's degree majoring in business, public administration, economics, or statistics plus two years of experience with procurement programs;
OR Eight years of experience with procurement programs.
Preferred Qualifications
- Ability to use and navigate through procurement systems.
- Working knowledge of BidBuy.
- Familiarity of the BEP, DBE Program, SBSA Program, and VBP.
- Ability to plan, organize, and execute administrative or technical program requirements.
- Ability to maintain good working relationships with employees, agency officials, and the general public.
Conditions of Employment
- Valid driver’s license.
- Occasional statewide and out-of-state travel with overnight stays.
- Successful completion of a background screening.
