Position Overview

This position is accountable for providing technical support and problem-solving expertise in the development and maintenance of the department’s pavement management activities including the condition rating survey (CRS) and the mobile light detection and ranging (LiDAR) collection of assets.

Essential Functions

  • Creates, manages, and maintains the CRS database, driving files, and data coordination with the vendor under contract for CRS collection utilizing Microsoft Office Suite and GIS.
  • Provides technical support and problem-solving expertise in the development and maintenance of the pavement management activities and the CRS including investigating and correcting data errors, anomalies, and inquiries from the department.
  • Maintains pavement management support to reflect new procedures and methodology in the CRS, TAMP, and other information technology systems.
  • Assists in the development and maintenance of the CRS Manual, Distress Manual, and CRS training guides in collaboration with the System Performance Manager and Bureau of Research staff.
  • Coordinates, participates, and provides technical support in the pavement reviews and highway needs assessments used in the preparation of the annual and multi-year construction programs.
  • Coordinates mobile LiDAR collection and extract with data owners throughout the department including, but not limited to, Bureaus of Operations, Bridges and Structures, and Safety Programs and Engineering.
  • Assists in conducting the annual training of personnel for the CRS.
  • Fosters cooperation between offices, in both the central and district offices, and with the public highway agencies in the collection, processing, and interpretation of highway needs data.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelor’s degree majoring in business, mathematics, statistics, GIS, computer information, computer information systems, or computer science;
  • OR Completion of two years of college PLUS two years of experience working with pavement management; database management;
  • GIS; extracting, analyzing, reporting, summarizing data; or a combination thereof; OR Six years of experience working with pavement management;

Preferred Qualifications

  • Strong and above average computer skills.
  • Ability to generate summary information, maps, and charts for reporting.
  • Familiarity with Microsoft Word, Access, Excel, PowerPoint, and Outlook.
  • Ability to analyze federal and state data regulations to comply with reporting requirements.
  • Ability to develop and maintain cooperative relationships with departmental staff.
  • Strong attention to detail, planning, and problem resolution and organizational skills.
  • Strong oral and written communication skills.
