Ideal candidate : The ideal candidate for this position possesses strong analytical skills, is customer service oriented, a self-starter, and bilingual in either Spanish or Chinese.
The position : Under general supervision, performs more difficult and complex clerical accounting duties, including financial, statistical, payroll, billings, and inputting; maintain journals and ledgers; process and receive payroll related documents and records; bank deposits and reconciles bank statements; processes insurance billings, warrants, utility billings, and business license / pet licenses; audits purchase orders, revenue receipts, warrants, unemployment insurance billing, utility billings, license renewals, and other payments; processes reports and payments for Federal and State income taxes; review and audit all warrant requests prior to computer input; analyzes and reconciles data and accounts; assist in year-end closing process; makes PERS and contract payments; compiles projects; file completed warrants; operates word processing equipment; audits and reconciles payroll and CRA statements; answers the general public and employee inquiries; composes general correspondence; assists in the operation and maintenance of the computer. And performs other related duties as required.
Organizational responsibilities : This class reports to supervising staff in the Management Services Department and may supervise other clerical personnel.
Qualification guidelines :
Experience & Education : Any combination of experience and education that could provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be : Graduation from high school, AND two to three years of increasingly difficult accounting responsibilities are required.
Knowledge, Skills, and Abilities : Knowledge of : Accounting principles (preferably of government organizations) through the intermediate level; knowledge of purchasing requirements (preferably municipal purchasing); data processing applications and usage; back-up procedures relating to computers; word processing and computer equipment; and general office procedures. Skills / Abilities : Audit and reconcile various financial accounts; compile statistical and financial reports; perform assigned tasks with minimum directions and supervision; make intelligent decisions based on questions about available data; follow oral and written instructions; effectively research billing reports; set priorities; give instructions; work long periods of time with numbers; high accuracy; type and operate various office equipment such as typewriter, calculator, data processing equipment; maintain good relationships with others; and the ability to type accurately.

Holidays : 116 hours of paid holidays per year.
Vacation : 80 hours of vacation each year plus eight additional hours for each year served beginning with the employee's sixth anniversary to a maximum of 200 hours per year.
Sick Leave : 96 hours of sick leave. Cash out and reimbursement options are available with restrictions. Automatic enrollment in catastrophic leave bank.
Medical Insurance : The City contributes up to $1,450 / mo toward medical insurance for employees, eligible dependents and retirees. Employees have a variety of medical insurance plans to choose from. Those who waive City-paid medical coverage & present proof of insurance in a non-City employee's health insurance plan will receive $300 / mo. cash in lieu.
Dental Insurance : The City contributes up to $100 / mo toward dental insurance for the employee & eligible dependents.
Vision Insurance : The City contributes up to $30 / mo toward vision insurance for employee and eligible dependents.
Life Insurance : The City provides a $100,000 life insurance policy. Additional life insurance is available.
Long Term Disability Insurance : The City pays the premium for long-term disability insurance for the employee.
Retirement : Employees are covered by the Public Employees' Retirement System at, 2.7%@55 (Classic), single highest year or 2%@62 (PEPRA), three average years, as determined by PEPRA. Classic members pay the full 8% and new members pay 7.25% of the employee contribution. The City does not participate in the Social Security System, except for the mandatory 1.45% Medicare contribution.
Employee Assistance Program : Regular, full-time employees are eligible for participation in the Employee Assistance Program that provides confidential counseling and consultation services for family, stress, financial and legal issues.
Medicare : Employees pay the mandatory 1.45% contribution.
Credit Union : F & A Credit Union is available to employees.
Deferred Compensation : Available to all employees who wish to participate. The City contributes up to $50 per pay period for enrolled employees.
Bilingual Pay : $50.00 / month for the ability to speak a qualified second language. An additional $100.00 / month available for the ability to translate documents in a qualified second language.
Tuition Reimbursement : Those who have passed probation are eligible for reimbursement up to $3,500 annually for approved courses & books at Cal-State LA University tuition rates.
