Overview
Plans, directs, coordinates, and evaluates the activities of technical staff engaged in the development and maintenance of COBOL and HTML mainframe-based applications.
Duties and Responsibilities
- Assist in the planning, directing, and evaluating technical staff engaged in the analysis, development, implementation and maintenance of mainframe-based COBOL applications.
- Coordinate these functions with other operational areas within IT and user departments throughout the Office of the Secretary of State; review project requests from user departments to determine priority; meet with IT managers on policy and procedure changes required to implement the use of system resources, electronic commerce, imaging, or digital signatures and make recommendations regarding those changes to the Data System Administrator.
- Research and implement studies, models, and plans to resolve operational and systems problems in these areas of responsibility; develop and direct methods for implementing the use of new best practices.
- Implement and monitor procedures and controls to ensure compliance with policy and standards and legislation; establish project schedules and cost estimates and monitor progress of staff; submit regular progress reports to the Data System Administrator.
- Keep abreast of and implement technological advances by researching, evaluating, and testing new software, hardware, and various systems; report findings to Director and other IT upper management.
- Perform other duties as assigned.
Education and Experience
Requires knowledge, skill and mental development equivalent to completion of four years college, preferably with courses in mathematics, statistics, or computer science, and four years of progressively responsible professional experience in systems analysis, operations, software or a related data processing function.
Knowledge, Skills and Abilities
Extensive knowledge in computer hardware, software, communications or applications.Extensive knowledge of data systems, applied research procedures and systems modeling.Working knowledge of management principles and practices.Ability to develop and manage a sophisticated function of a management information system.Ability to conduct subsystem assurances.Ability to resolve management problems through computer applications.Willingness to travel and possession of a valid Illinois driver's license as required by individual positions within the class.Ability to lift and carry up to 25 pounds and push / pull up to 50 pounds.Application Process
