Director of Finance Brochure
PRIMARY DUTY :
Responsible for the City's financial operations, including, purchasing, utility customer service, and the 311 citywide call center. The Director of Finance oversees the City's financial reporting, accounting, accounts payable, accounts receivable, payroll, procurement, financial planning, budgeting, and debt programs in accordance with generally accepted accounting principles and financial practices. This position will be responsible for the city's lean government initiative, organizational performance metrics program, as well as departmental strategic planning and fulfilling organization objectives. The Director manages staff in assigned departments.
SUPERVISORY RESPONSIBILITIES :
Supervises Finance and Administrative Services Department staff
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES :
- Knowledge of finance and accounting principles, procedures and laws, particularly as they relate to municipal government operations in Texas.
- Knowledge of auditing and the establishment of financial controls.
- Knowledge of statistical analysis and capital projects planning and bond financing / debt management.
- Knowledge of investment techniques, money market instruments and related laws and regulations.
- Knowledge of rate-making principles and techniques.
- Ability to be forward thinking with a focus on long range planning.
- Ability to read and interpret laws and other regulations relevant to public finance administration.
- Ability to communicate technical ideas to citizens, City Council and Executive Management in written and oral form.
- Proficient computer skills.
- Advanced math skills.
- Ability to establish effective working relationships with staff members, the City Council and the public.
- Ability to plan, organize and evaluate the activities of others and to work independently.

EDUCATION AND EXPERIENCE :
Bachelor's degree required in accounting, finance or a closely related field or any combination of experience and training which provides the required knowledge, skills and abilities.Master's degree in Accounting, Finance, Public Administration or Business Administration is preferred.Ten plus years of progressively responsible experience in finance with a minimum of three years in management. Preference will be given for experience in municipal finance.Any combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.CERTIFICATES AND LICENSES :
