Financial Analyst
The City of Roanoke is seeking a Financial Analyst to perform a wide variety of analytical activities focused on financial / retirement processes to maximize quality of service and cost effectiveness. General areas of responsibility include financial / retirement administration (defined benefit and defined contribution), budgeting, compensation, and process improvement, and ancillary service provider vendor management (ie. investment consulting, actuarial, and recordkeeping). Bachelor's degree from four-year college or university in accounting, finance, management, business or public administration, or a related field; and five to seven years' experience directly related to and / or training or any equivalent combination of education and experience. Responsible for analyzing and resolving complex financial and retirement administration issues by developing innovative solutions and improving processes. Conducts research, benchmarking, and data analysis to inform recommendations and ensure program competitiveness. Drafts and implements administrative procedures to enhance efficiency, compliance, and employee experience. Provides guidance and education to staff on financial and retirement programs, tracks and communicates key metrics, and supports strategic initiatives and special projects. Delivers retirement counseling to employees, clearly explaining benefits, eligibility, calculations, and payout options while ensuring regulatory compliance.
At a minimum, the qualified candidate will have a proven track record of having demonstrated strong interpersonal, analytical and creative problem solving skills; technical writing skills; the ability to work well with metrics, numbers, and trends; and excellent computer skills. In addition the candidate will have the ability to work in a fast-paced, rapidly-changing environment; be a self-starter; and be able to work independently with little direction. It is essential the candidate be effective at juggling multiple projects and past work experiences emphasize team play.
Ability to read, analyze, and interpret technical journals, financial reports, and legal documents. Ability to respond effectively to inquiries orally and in writing. Ability to make effective presentations to city council, management, and / or public groups. Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret and deal with an extensive variety of variables. Ability to think logically. While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; and talk or hear. The employee frequently is required to reach with hands and arms. The employee is occasionally required to stand and walk. The employee must frequently lift and / or move up to 10 pounds. Specific vision abilities required by this job include ability to adjust focus. The noise level in the work environment is usually very moderate.
