We are recruiting on behalf of a nationally recognized construction management firm seeking an experienced Construction Project Manager to support public-sector projects from early design and pre-construction through completion.
This role requires deep familiarity with the Virginia Department of General Services (DGS) and the Bureau of Capital Outlay Management (BCOM) review process. The Project Manager will serve as a key liaison between the owner, design team, contractors, and DGSensuring that every step of the project aligns with the Commonwealths Construction and Professional Services Manual (CPSM) .
The ideal candidate has successfully managed multiple state-funded projects , understands the nuances of DGS forms, approvals, and submittal sequencing , and can drive projects efficiently from planning through occupancy.
Key Responsibilities
Pre-construction & Design Coordination
- Serve as the primary liaison between the design team, owner, and DGS / BCOM reviewers across all design phases (Schematic, Preliminary, and Working Drawings).
- Lead all DGS documentation and form management (CO-2, CO-3, CO-5, CO-9, CO-13.3, CO-14), ensuring accuracy, completeness, and timely submission.
- Manage the design review process, tracking comments, responses, and revisions to maintain schedule alignment with BCOM review cycles.
- Coordinate with architects, engineers, and stakeholders to ensure designs meet CPSM , ADA , energy efficiency , and state building code requirements.
- Develop and maintain comprehensive design-phase logs, submittal schedules, and quality-control checklists .
- Support cost estimating, budgeting, and schedule development in compliance with DGS capital outlay procedures .
Construction Phase Management
Oversee all field operations and contractor performance for compliance with DGS-approved documents .Conduct regular site meetings, progress reports, and cost reviews to maintain alignment with project scope and budget.Manage and review change orders, RFIs, and pay applications , ensuring DGS procedural compliance.Coordinate with DGS inspectors , commissioning agents , and code officials throughout construction and turnover.Oversee final inspections and completion of CO-13.3 Certificates of Completion and all closeout documentation.Project Administration & Communication
Maintain organized and complete project records in accordance with CPSM documentation standards .Serve as a trusted advisor to owners and agencies on all DGS-related procedures and compliance .Build strong working relationships with DGS staff, agency representatives, design consultants, and contractors .Identify opportunities to improve efficiency and predictability in DGS project delivery.Qualifications
Bachelors degree in Construction Management, Engineering, Architecture, or related field (required).5+ years of experience managing Virginia public-sector construction projects.Proven track record navigating DGS / BCOM reviews, forms, and approval processes .Thorough understanding of the Virginia Construction and Professional Services Manual (CPSM) .Strong knowledge of building systems, MEP coordination, and public construction delivery methods ( DBB, CMAR, CSP ).Proficiency in project management tools such as MS Project , Procore , or equivalent.Exceptional communication, documentation, and organizational skills.Preferred Attributes
Experience delivering museums, educational, or state institutional facilities .Direct coordination experience with DGS reviewers or inspectors .Professional certifications such as PMP , CCM , or PE .Location & Travel
Based in Virginia , with regular site visits and periodic travel to DGS offices in Richmond as required.About the Firm
