Assistant Finance Director

Reporting to the Finance Director, the Assistant Finance Director provides strategic leadership and operational oversight for the City's financial operations, including accounting, audit coordination, payroll, financial reporting, budget development, capital improvement plan, and long-term fiscal planning. This position plays a critical role in ensuring fiscal responsibility, compliance with regulatory standards, and the implementation of best practices in governmental finance.

The Assistant Finance Director supervises assigned finance staff and works collaboratively with department heads, external auditors, and City leadership. This role requires advanced knowledge of governmental accounting and budgeting, excellent analytical and leadership skills, and a strong commitment to public service.

The standard hiring range for this position is DOQ between $108,246 and $129,895.

Examples of Duties

• General Accounting & Financial Reporting : Oversee general ledger activities, journal entries, and financial data accuracy in accordance with GAAP and GASB standards. Review and approve monthly, quarterly, and annual financial statements, including the Annual Comprehensive Financial Report (ACFR). Maintain compliance with City policies and financial reporting requirements.
• Budget Development & Monitoring : Co-manage the City's annual operating and capital improvement budget process, including preparation of the budget calendar, coordination of departmental budget submissions, and development of final recommendations. Ensure balanced budgeting, accurate fund allocation, and compliance with legal requirements and Council directives.
• Audit Coordination : Serve as the primary point of contact for external auditors and coordinate the annual audit process. Prepare audit work papers, schedules, and documentation; respond to audit inquiries; and implement corrective measures to address findings. Support internal audits and ensure the integrity of financial records.
• Long-Range Financial Planning & Forecasting : Perform fiscal analysis, contingency planning, and multi-year forecasting for fund performance, salaries, benefits, and revenues. Provide updates to the Finance Director, City Manager, and Council on financial trends, fund balances, and the status of strategic financial goals.
• Payroll Oversight : Provide high-level oversight of payroll operations, including the review and approval of payroll transactions and related reports. Ensure compliance with applicable wage laws, benefits requirements, and internal policies.
• Investment & Treasury Management : Assist in the daily management of City funds, monitoring cash flow, overseeing bank transactions, and tracking investments. Ensure compliance with investment policies and provide financial updates to City leadership.
• Departmental Leadership & Staff Supervision : Supervise and mentor assigned staff, support performance evaluations, and handle personnel matters. Foster a collaborative and professional environment aligned with department goals and City values.
• Policy & Internal Controls : Assist in the development and implementation of financial policies and procedures. Identify opportunities to improve efficiency, strengthen internal controls, and ensure the safeguarding of City assets.
• Interdepartmental Support & Communication : Collaborate with other departments to review budget and purchasing requests for fiscal impact and compliance. Provide support and guidance on financial policies, procedures, and funding availability.
• Compliance & Legislative Monitoring : Stay current on local, state, and federal regulations affecting municipal finance. Monitor legislation and reporting changes related to accounting, taxes, and other financial issues, and recommend updates to policies and procedures.

Typical Qualifications

Bachelor's degree in Accounting, Finance, or a closely related field.

Minimum of five (5) years of governmental accounting experience, including at least three (3) years in a supervisory capacity. Experience with municipal budgeting and audit coordination is strongly preferred. An equivalent combination of education, training, and experience may be considered.

Certified Government Finance Officer (CGFO), Certified Public Finance Officer (CPFO), Certified Public Accountant (CPA), Certified Purchasing Professional (CPP), or Certified Public Procurement Officer (CPPO) preferred. Valid Texas Driver License, Class C or higher. Must pass a post-offer pre-employment drug screening and background check.
