Job Summary
Serves as senior project leader responsible for the planning, execution, and successful delivery of complex federal IT projects supporting HR and payroll systems. Manages cross-functional teams, oversees project scope, schedule, financials, risk, and quality, and acts as primary liaison between contractor staff and government stakeholders. Ensures projects meet all contract requirements, mission objectives, and federal compliance standards throughout the full system lifecycle.
Responsibilities
- Lead full lifecycle management of HR / payroll system projects, including requirements analysis, design, development, testing, implementation, and operations.
- Develop project plans, track milestones, budgets, deliverables, risks, and ensure timely adherence to schedules and contractual objectives.
- Facilitate requirements discovery, change management, release planning, and business process reengineering.
- Manage project team assignments, direct daily operations, and coordinate with on-site leads, remote teams, and functional experts.
- Oversee documentation, reporting, stakeholder communications, and regular project status updates to government COR and Work Assignment Managers.
- Coordinate seamless transition ("phase-in / phase-out") activities to support the onboarding of new systems / contractors, minimizing operational disruptions.
- Ensure strict compliance with federal system lifecycle, security, privacy, accessibility, and performance requirements.
- Support incident management, disaster recovery, and business continuity planning in collaboration with program support offices.
Qualifications
Bachelor's degree required in Information Technology, Computer Science, Engineering, or a related field; Master's preferred.Minimum 8 years of progressive IT project management experience, with 4+ years managing federal, HR, payroll, or comparable large-scale projects.PMP (Project Management Professional) or equivalent certification strongly preferred.Demonstrated experience managing multi-disciplinary teams, complex government projects, and contract compliance environments.Skills Required
Advanced competency in project scheduling, resource management, financial tracking, risk analysis, and agile / scrum methodologies.Exceptional communication, negotiation, and leadership abilities; capable of motivating teams and fostering collaboration.Proficient in MS Project, Office, Teams, project management platforms, and project documentation tools.Knowledge of federal contracting, government system lifecycle, Section 508, security, and compliance standards.
