MTA Metro-North Railroad is a dynamic organization, operating out of the jewel of New York City, Grand Central Terminal. The position is part of the Positive Train Control (PTC) program. Position Objective : Direct and control the PTC Workgroup (labor, material, equipment, third-party contracts, and design) to ensure Metro-North compliance with the 2008 Rail Safety Act. This role supports the design, development, and implementation of office, wayside, onboard, and communication systems, as well as modifications to operating rules and training necessary to be compliant with the PTC rule.
Responsibilities
- Provide leadership, engineering, design, and support of office, wayside, onboard, and communication systems. Address ACSES issues from sources such as the Chief's log, Locomotive Engineer incident reports, Signal Control desk, Wire Chief, and PTC office; determine urgency and actions required to resolve issues appropriately.
- Lead engineering design, installation, testing, and commissioning of the Transponder and Wayside Interface Unit components of the PTC Wayside to align PTC with future railroad infrastructure and signal system changes.
- Support test trains to validate PTC operation. Ride test trains, answer questions, and guide the test train team. Review the test plan with Locomotive Engineer, Conductor, OCC, and Foreman; ensure awareness and successful execution of testing.
- Assist in Design and Construction phases by preparing project plans, coordinating teams, reviewing design submittals, drawings, site plans, and design changes; review PTC design plans for requirements, integration with existing infrastructure, and identification of potential design flaws; notify external design teams as needed and approve revisions.
- Assist in maintenance by reviewing ACSES logs, coordinating initial training, and reviewing / approving maintenance and training documents.
- Coordinate activities among groups (MofW Communications and Signals, Transportation, M of E, GCT, Track and Structures, CTCC contractors, etc.) and facilitate design, construction, testing, and commissioning of PTC systems and updates; work with Signal department on logistics for installing, testing, and troubleshooting transponders.
- Provide regular project status updates to department leadership, initiate corrective actions when issues arise, and maintain updated project status in MS Excel.
- Support Metro-North Safety Program by conducting required activities and policies for personnel on or about the right-of-way and field locations; provide job safety briefings outlining scope of work to ensure safety.
Required Qualifications
Strong knowledge of Signal System regulations per the Federal Railroad Administration (FRA), Code of Federal Regulations (CFR), and State regulations related to Signal Systems.Strong knowledge of the MTA Metro-North Railroad ACSES II System Specification.Knowledge of Computer Aided Design (CAD) systems.Knowledge of Siemens VIU-20E Device.Knowledge of Bombardier Transportation Transponder JGA 29001 / 6.Excellent verbal and written communication skills.Knowledge of railroad rules and policies.Knowledge of computer networks and database management.Strong organizational and planning skills.Ability to work in a high-profile / high-pressure environment and indirectly supervise others.Excellent interpersonal skills and the ability to build effective working relationships with internal Metro-North departments, management, and outside agencies.Excellent knowledge of Microsoft Office (Word, Access, Excel, PowerPoint, Outlook) or comparable applications.Ability to implement and participate in Metro-North Railroad's Priority One Safety Program.Ability to work 24 / 7 outside of normal working hours as needed to support and respond to maintenance and construction projects.Must have a valid driver's license.Preferred
Familiarity with Metro-North's operating rules, policies, and procedures.Familiarity with AutoCAD.Required Education and Experience
Bachelor's Degree in Electrical Engineering or a similar field.Minimum of three (3) years of project management experience or comparable experience coordinating labor, material, equipment, and third-party contractor activities for PTC system development, installation, testing, and maintenance (or satisfactory completion of MNR Associate Engineer Program).Other Information
