Healthcare Administrative
Capital Management at University of Iowa Health Care seeks to hire an Associate Director to direct the space planning, strategic planning and development of complex health care projects at UI Health Care. The ideal candidate will have a combination of architecture, strategic planning and analysis abilities and have demonstrated experience developing presentation materials and making presentations to internal and external stakeholders.
Position Responsibilities :
Manage the planning and design process of capital improvement projects, assuring projects are designed in compliance with UI, state and federal standards and programmatic requirements and completed on schedule, within budget and in compliance with a contractually defined scope and quality standards. These positions are typically found in Facilities Management and UI Healthcare. Project managers that manage projects outside the Board of Regents defined capital project process are typically found in the engineering associate job family. Key areas of responsibility include types of projects, design management, contract management, communication, coordination, schedule management, leadership, human resources, and financial responsibility.
Types of Projects : Responsible for making recommendations, based on complex analysis for project planning and programming and ensuring the successful management of projects by staff. Assigns and manages project workload of staff.
Design Management : Approve the final design process including budget, schedule, design, and contract management. Provide expert advice on development / interpretation of design documents. Ensure the successful management of project designs by staff. Resolve dispute resolution as required.
Contracts Management : Review and approve contracts for projects. Review and analyze contract documentation for compliance with regulations. Authorize change authorization requests. Provide expert advice on development / interpretation of contract documents. Review and approve department processes and procedures.
Communication : Provide progress reports to administration and leadership committees. Determine expectations for functional area and monitor and evaluate performance of team.
Coordination : Assure an environment of trust through open communications. Set course and maintain standards for department. Encourage and provide structures and practices which empower and recognize staff. Provide and promote professional development opportunities for staff. Assure completion of comprehensive training. Motivate and support staff engagement.
Budget Management : Advocate, defend, and approve design budgets. Establish short- and long-term budget priorities, allocate resources and finalize / approve all budgets. Contribute to UI budget development and policy. Communicate UI budget decisions and processes. Establish accounting controls. Perform complex financial analysis.
Leadership : Hold unit leaders accountable for a high performance and high engagement by articulating expectations, monitoring performance and providing feedback consistently across areas of responsibility.
Human Resources : Provide supervision of staff. Investigate, interpret, and implement complex HR policies and procedures. Serve as a mentor and trainer.
Schedule Management : Resolve issues related to assigned projects. Provide progress reports to administration and leadership committees. Communicate with all project participants and administrators. Determine expectations for functional area and monitor and evaluate performance of team.

Education Required : Bachelors' degree in architecture, or similar field or equivalent level of education and experience.
Experience Required : 7-10 years of directly related experience as noted below :
Health Care Planning : Expert / Leader level experience to include extensive prior experience planning complex health care projects, strategic planning and analysis and development of all planning documents including test fits.
Effective Communications : Expert / Leader level experience which includes understanding of effective communication concepts, tools and techniques; ability to effectively transmit, receive, and accurately interpret ideas, information, and needs through the application of appropriate communication behaviors.
Planning and Organizing : Expert / Leader level experience which includes the ability to mobilizes both time and resources to get things done.
Budgeting : Expert / Leader level experience in Budgeting to include knowledge of, and ability to apply, policies and practices for planning and administering a budget.
Contracts Management & Administration : Expert / Leader level experience which includes knowledge of and ability to use the proper processes and practices for managing and administering a variety of contractual agreements.
Project Management : Expert / Leader level experience which includes; the ability to plan, organize, monitor, and control projects, ensuring efficient utilization of technical and administrative resources, to achieve project objectives.
