Water And Sanitary Sewer Construction Inspector
Performs inspections of new water and sanitary sewer construction projects while ensuring local and state standards and specifications are in compliance. Work is performed under the limited supervision of the Water Resources Engineering Manager or other project managers as assigned.
This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and / or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, and atmospheric conditions.
Conducts water and sanitary sewer construction inspection duties to ensure compliance with plans, specifications, contracts, and standards; responds to public inquiries; prepares and maintains detailed records and files.
Performs inspections and related duties for developer funded projects, capital projects, and rehabilitation / replacement projects, among others.
Inspects docks and vegetation buffers on City lakes for compliance with City ordinances and advises if enforcement actions are required; assists with vegetation buffer agreement negotiation and preparation.
Prepares and maintains daily inspection reports to track project progress and status;
Schedules and observes water / sanitary sewer tests during construction;
Communicates with engineers, developers, contractors, general public, and associates throughout construction of projects.
Exercises independent judgment and decision making, while interpreting standards and specifications, to resolve field conflicts and concerns.
Informs contractor of any deviations from approved plan, standards, and specifications, and advises as to minimum standards to be met;
Maintains inspection records, plans, and related documents on file.
Prepares correspondence concerning projects.
Prepares inspector redlined as-builts for Capital Projects and notations for Developer Projects;
Performs final inspections and ensures all punch list items are addressed and acceptable;
Performs other related tasks as necessary.
General knowledge of construction practices, techniques, materials, and equipment relating to public water and sanitary sewer utilities; general knowledge of engineering plans, specifications, and drawings; ability to read and interpret plans, encroachments, and specifications and to compare them with various aspects of construction in progress; ability to enforce local and state standards, specifications, and approved encroachment special provisions; ability to detect errors in construction projects and enforce remedies as expressed by Engineer; ability to establish and maintain effective working relationships with contractors, developers, the general public, and associates; possess above average communication and public relations skills; ability to maintain accurate records.
Education and experience equivalent to graduation from high school or acceptable equivalency diploma (GED) and three (3) years' experience in water and / or sanitary sewer maintenance or construction.
Possession of a valid driver's license in the State of North Carolina and ability to maintain a safe driving record.
Must be available to work occasional alternate work hours for scheduled road closures and shut downs.
