Payroll Manager
There is currently one Payroll Manager position. This position is located on-site reporting to the Marin County Civic Center building in San Rafael, CA. Under the general direction of the Accounting and Payroll Division Chief, the Payroll Manager manages the staff and operations of the County's centralized payroll systems; designs and implements payroll policies and procedures for County departments; works with County Information Systems & Technology and Human Resources staff, and the County's HR Payroll System provider on implementation of compensation and policy changes, updates and modifications; analyzes output for accuracy and compliance with federal and state laws and memorandums of understanding. In addition, they participate in labor negotiations. The Payroll Manager takes an active role in performance management, coaching and staff / team development.
Our highly qualified candidate has proven experience overseeing the processing of a high-volume payroll operation. Additionally, they have exceptional communication skills, has familiarity with collective bargaining environments with varying payroll and benefit elements, and has proven experience in a supervisorial role. The ideal candidate demonstrates a sound understanding of payroll and financial policies and governmental payroll procedures, including Federal, State, and County regulations. This individual is organized, dependable, and flexible; customer-focused; a strategic / critical thinker who proactively recommends changes to policies, procedures and technology solutions; and also independently seeks opportunities for innovation and continuous improvement for the department; functions well in support of a team; and thrives working in a fast-paced, progressive organization.
