Join PEMCCO as an Environmental Compliance Manager, where youll lead planning, permitting, and sustainability efforts across our Program Management Office. In this role, youll ensure every project meets federal, state, and local environmental regulations, from NEPA to the Clean Air and Clean Water Acts, while driving innovation, climate resilience, and equitable outcomes. Your work will help shape transit and infrastructure programs that are not only efficient and compliant but also sustainable and community-focused.

Essential Functions
- Develop and maintain the Program Environmental Compliance Plan (PECP), establishing roles, responsibilities, and review procedures.
- Coordinate and prepare Categorical Exclusions (CEs), Environmental Assessments (EAs), and Environmental Impact Statements (EISs) under FTA Order 5620.1A.
- Manage environmental consultants conducting air, noise, cultural-resource, and traffic studies; ensure technical adequacy and regulatory alignment.
- Lead acquisition and renewal of required permits (NPDES, wetlands, stormwater, coastal-zone, and Section 106).
- Oversee contractor implementation of SWPPP, ESCP, and hazardous-materials management plans; perform field inspections and compliance audits.
- Integrate sustainability metrics, energy efficiency, emissions, water use, and recycling into project-performance tracking.
- Coordinate environmental-justice and community-impact analyses in collaboration with stakeholder-engagement staff.
- Prepare quarterly and annual environmental-performance reports and maintain auditable documentation.
Competencies
Regulatory Expertise : In-depth knowledge of NEPA, CWA, CAA, RCRA, and Louisiana DEQ regulations.Technical Skill : Proficiency in environmental modeling, GIS mapping, and field-inspection procedures.Sustainability Leadership : Ability to integrate climate-resilience and sustainability practices into design and construction.Analytical Ability : Skilled in tracking and interpreting environmental performance data.Collaboration : Coordinates effectively with design, construction, and compliance teams.Communication : Writes clear, concise, and accurate technical documentation and public summaries.Integrity : Upholds ethical stewardship and transparency in regulatory reporting.Required Qualifications
Bachelors degree in Environmental Engineering, Environmental Science, or a related discipline.Minimum of eight (8) years of environmental-compliance experience for transportation or infrastructure programs.Demonstrated success preparing NEPA documentation and managing permit processes.Certification : Certified Environmental Professional (CEP) or equivalent required.Preferred Qualifications
Masters degree in Environmental Management or Engineering.Professional credentials such as ENV SP, LEED AP, or ISO 14001 Auditor.Experience with FTA-funded projects or public works programs in the Gulf Coast region.Familiarity with carbon accounting, climate-adaptation planning, and Envision Sustainability Frameworks.Benefits
