Job Description : ECS is seeking an Assistant Program Manager to work in our Chantilly, VA office. The DPM will work with the PM on all financial, technical, administrative, contractual, and personnel aspects of the program.

Responsibilities
- Assistant Program Manager for the ECS Radar Physics Group in Chantilly, VA
- Develop project plans at the onset of each project, to include a schedule with milestones, a financial plan, a work breakdown structure (WBS) and deliverables.
- Work with Contract Management staff to establish charge numbers and budgets (based on the WBS) for the Costpoint accounting system.
- Work with Contract Management staff and Subcontractors to Generate Estimates to Complete (ETCs) and Estimates at Completion (EACs) for multiple projects in various stages of development / production.
- Work with Engineering and Program Management to develop proposals, labor estimates, and Costed Bill of Materials (CBOM) estimates for large-scale custom-designed electronic systems.
- Work with Program Management to develop and maintain project schedule in MS Project. Assist with project plans, monthly reports, etc., that can be used to ensure that work is progressing as planned.
- Work with internal departments, consultants and vendors to collect quotes, cost information, and enter purchase requisitions for project deliverables.
- Assist Program Management and Production Management in tracking / prioritizing procurement activities and tracking inventory assets to ensure schedule commitments are upheld.
- Monitor the progress of each project to ensure that the goals of the project plan and the ISO 9001 certified Quality Management System (QMS) are met.
- Coordinate ISO-9001 annual external and internal audits and management review meetings and provide regular ISO related surveillance activities within the Radar Group organization.
- Work with production and project management staff to ensure deliverables comply with U.S. Government export laws.
- Applicant must be able to travel to attend program reviews and other customer-directed meetings.
Required Skills
Minimum 5 years of experience managing multiple projects simultaneously in an electronic products development environment.Bachelor's Degree in Industrial Engineering, Systems Engineering, Project Management, or Business Management / Administration, economics, or relevant degree.Excellent written and oral communication skills including expert knowledge and use of Microsoft Office tools.Experienced user of Microsoft Project.Demonstrated ability to manage performance, cost, and schedule through the full life cycle of a project.Experience working in an ISO-9001 certified organization with direct involvement in the surveillance and auditing processes.Desired Skills
Experience using Requirements Management software toolsExperience in or knowledge of the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) is preferred.Experience entering purchase requisitions in CostPoint.EEO Statement
