Los Angeles Bid - General Manager, Ops Manager, Maintenance Manager & Safety & Training Manager
Keolis Commuter Services invites applications for the Los Angeles Bid – a senior leadership role responsible for overseeing operations, maintenance, safety, training and overall business performance across the Los Angeles service network. The incumbent will develop and execute the strategic plan, secure safe and reliable service delivery, maintain strong stakeholder relationships and lead a culture of continuous improvement.
Key Accountabilities
- Lead the mobilization of the contract, ensuring passenger services commence safely, on time and on budget.
- Develop the integrated annual business plan in partnership with the broader KTA plan, reviewing past performance and shaping future priorities.
- Define and deliver on key strategic milestones, scope, resources, budgets and quality metrics.
- Monitor performance against the business plan, creating monthly dashboards and engaging staff in continuous improvement.
- Report quarterly to the RVP or CEO on overall performance and key Keolis pillars.
- Accountable for the organization's safety performance : enforce regulations, maintain safety governance, foster a just culture and drive safety KPIs such as AFR and IFR.
- Lead the planning, delivery and continuous improvement of passenger service delivery, incorporating Keolis' operational best practices.
- Manage operational performance indicators (OTP, service delivery, revenue, fleet availability, reliability) and collaborate with the client on special event services.
- Champion an asset-management approach focused on safety, availability and reliability, supporting long-term asset replacement decisions.
- Drive customer satisfaction by leading a customer-oriented culture, monitoring passenger feedback and coordinating with client and inter-modal partners.
- Establish a positive, collaborative workforce culture, manage union relationships, and implement training and development programs.
- Ensure economic performance : set budgets, monitor costs, drive financial improvement across revenue streams and procurement opportunities.
- Define and maintain contract governance, address contractual gaps, and build win-win relationships with the client and stakeholders.
- Represent Keolis to local public transport agencies and private entities, seeking market opportunities to expand contract scope.
