Overview
The Town of Holly Springs is seeking a Development Services Manager-Engineering to serve in the Development Services department. The Development Services Manager - Engineering oversees the development review process for plan and engineering study review in accordance with the Town's growth goals, ordinances and standards. This position coordinates engineering activities with other Town departments and divisions, as well as affected federal, state, town, regional and private agencies.
The position reports to the Development Services Division Manager - Development Engineering & Construction and works independently with general guidance to ensure coordination of objectives and priorities of the department, Town Administration and Town Council. The incumbent may supervise staff directly or through assigned supervisors in each division. The work schedule is business hours with occasional evenings and weekends. The starting salary range is $97,818.87 - $107,600.78 (depending on qualifications); this position is in Grade Q.
Essential Functions
- Supervises, evaluates, and determines work priorities for staff; conducts performance reviews and completes associated personnel actions. Recommends employee transfers, promotions, disciplinary action, and discharge.
- Provides leadership in attracting, retaining, and developing an engaged workforce to deliver superior services to Town residents and businesses.
- Ensures enforcement of state laws, local ordinances, and other regulations pertaining to engineering activities.
- Assists in managing the annual budget process; prepares documents and makes related budget recommendations. Reviews, analyzes, and clarifies budget submissions and prepares required budget documents for operational expenses.
- Assists in providing daily budgetary management.
- Prepares job postings for vacancies; conducts interviews; completes candidate selection forms and makes recommendations for candidate selection.
- Trains and supports new hires; manages and implements new employee work plans; supervises staff performance and assesses training needs.
- Delegates responsibility, monitors performance, and handles day-to-day issues; initiates recognition, promotions, disciplinary actions, and discharge processes as appropriate.
- Analyzes and evaluates service delivery; meets with staff to update service delivery plans and operational policies; conducts needs assessments and recommends priorities.
- Responds to Divison Manager inquiries; ensures directives are carried out.
- Reviews plans and building permits for future construction sites.
- Coordinates Town functions to improve coordination and efficiency; responds to coordination gaps or complaints as needed.
- Provides engineering guidance on transportation, utilities, stormwater, land disturbance, and related development elements; exercises judgment and interpretation of codes, standards, and ordinances.
- Facilitates conflict resolution and negotiations among stakeholders during preliminary development review involving public utilities, transportation and stormwater requirements.
- Makes critical determinations with significant financial and scheduling implications for the development community and the Town.
- Assists in developing financial agreements between the Town and developers related to infrastructure requirements.
- Serves in the absence of the Division Manager, attends meetings, represents the division at regional meetings, authorizes budgetary expenses, and interprets the Unified Development Ordinance & Engineering Design and Construction Standards.
- Participates in Division and Departmental meetings as part of the management team.
- Assists in implementing the Town Council's strategic plan initiatives for the Development Services Department as a member of the Land Development division's leadership team.
- Researches and prepares engineering reports for decisions by management or boards regarding land use, zoning, and long-range planning; guides developers and design professionals on Town requirements.
- Conducts research on topics such as fees.
- Contributes expertise for workshops, meetings and public hearings to explain engineering requirements; answers questions from citizens and prepares or coordinates presentations (charts, maps, graphs, etc.) for elected officials, boards, and citizens.
- Serves as staff to various boards (Planning Board, Board of Adjustment, Tree Advisory Committee, etc.) and prepares and presents material; conducts training for board members and assists the public, developers, professionals, and others with information and guidance.
- Assists in preparing the department's Community Investment Plan and Annual Budget with recommendations including future staffing projections and needs; provides supporting data.
- Utilizes software tools such as ESRI / SArcMap, Excel, Word, Publisher, PowerPoint, BlueBeam, and development-tracking software.

Bachelor's degree in Civil Engineering, Construction Engineering and Management, or a related field.Five (5) years of progressively responsible municipal engineering experience including review and design of civil engineering projects, municipal utilities, transportation, stormwater and land disturbance.Two (2) years supervisory experience.Other Requirements
